Розвиток співробітництва України та ЄС в торгівлі медичними інструментами

Abstract

Дослідження ринку медичних виробів є актуальним з трьох причин: по-перше, він являє собою один з елементів сфери соціального захисту громадян, а тому його стан має прямий та опосередкований вплив на здоров'я населення; по-друге, в розвинутих країнах цей сектор економіки генерує багатомільярдні потоки коштів; по-третє, дана область є відображенням наукового та технологічного прогресу країни у цілому. На жаль, український ринок переживає труднощі за всіма зазначеними напрямами, а в світлі підписаної Угоди про Асоціацію між Україною та Європейським Союзом одним з шляхів покращення положення є посилення взаємного співробітництва. Для розуміння перспектив такої співпраці важливо усвідомлювати масштаби ринків України та союзу, їх грошове та структурне вираження. В статті проаналізовані показники та структура зовнішньо-торгівельних операцій, поточних ринкових обсягів та динаміка їх розвитку, наведені тенденції окремих медичних сегментів, на основі чого можна спрогнозувати виклики та можливості, що стоять перед вітчизняною та європейською економікою.

Relevance of the medical device market research can be expressed under three reasons: firstly, it is one of the elements of the sphere of social protection of citizens, and therefore its condition has direct and indirect impact on the health of population; secondly, this sector of economy generates multi-billion flows of financial resource in developed countries; thirdly, this area is a reflection of the scientific and technological progress of a country. Unfortunately, the Ukrainian market is experiencing difficulties in all these directions, and in the light of the Association Agreement between Ukraine and the European Union, one of the ways to improve the situation is to strengthen mutual cooperation. In order to understand the prospects of such partnership, it is important to understand the size of the markets of Ukraine and the Union, their monetary and structural expression. Indicators and structure of foreign trade operations, current sectoral volumes and the dynamics of their development, trends of individual medical segments are outlined and analyzed in the article, on the basis of which it is possible to predict the challenges and opportunities for the domestic and European economies. At the same time the scrutiny also contributes to identification of current roles of Ukraine and EU in mutual medical device trade, from where it becomes apparent that the export of European goods dominate over export of Ukrainian ones – this emphasizes another problem of the national industry, that is inability to meet the needs of internal customers due to lack of technological and manufacture capacity. A key to resolve this issue may lie in expanding access to the internal market for small and medium enterprises which currently cannot afford it because of the high cost of financial funds offered by commercial banks. Additionally, it is highly doubtful that the domestic market can be reanimated without state support which in its turn can be implemented in cooperation with the financial sector. Although, partnership between Ukraine and EU brings some problems to the surface, national medical device market has a perspective future if managed strategically and timely.
