Індекси як критерії оцінки міжнародної соціально-економічної динаміки

Abstract

Стаття присвячена ролі рейтингових агентств в оцінюванні соціально-економічного розвитку України. Використання методів структурно-факторного й кластерного аналізу дало можливість автору здійснити групування та ранжування країн із подальшим поділом їх на соціально-економічні кластери, а також ідентифікувати мультиагентні критерії соціально-економічної динаміки та провести комплексне інтегральне оцінювання місця України в міжнародних рейтингах. Застосування комбінованої оцінки дасть змогу ретельно оцінити стан, у якому перебуває українське суспільство, знайти шляхи покращення та вирішення соціально-економічних проблем, активізації державної політики й залучення до цього процесу іноземних та українських фірм, банків, страхових і трастових компаній, міжнародних організацій. У 2020 році Україна зіштовхнулася з пандемією коронавірусу, яка є серйозною загрозою соціально-економічному зростанню країни. Українська влада повинна забезпечити доступ до кредитування тим, хто найбільше постраждав від поширення коронавірусу, малому та середньому бізнесу.

The article is devoted to the role of rating agencies in assessing the socio-economic development of Ukraine. The author investigated integrated indicators: Global Competitiveness Index, Boston Consulting Group Index, Index of economic freedom, Human Development Index, Business index. Methods of structural-factor and cluster analysis are the methodological basis of the study. In the work the author carried out grouping and ranking of countries, division of states into socio-economic clusters. The author made an integrated assessment of socio-economic dynamics and determined the place of Ukraine in international rankings. The use of combined assessment will allow carefully assessing the state of Ukrainian society, finding ways to improve and solve socio-economic problems, intensify public policy and involve foreign and state firms, banks, insurance and trust companies, international organizations. In 2020, Ukraine faced a coronavirus pandemic that poses a serious threat to the country’s socio-economic growth. Countries around the world have faced a pandemic of the coronavirus, which poses a serious threat to global growth. Prior to the outbreak, the expected growth of real GDP in the world was 2.3 % (at market rates). In 2020, global growth will be at 1 %, which is the slowest rate since the global financial crisis of 2008–2009. The effects of the epidemic are having a negative impact on the world economy and international economic relations, quarantine measures and negative consumer sentiment are reducing demand, which in turn is leading to business closures, job losses and rising unemployment. The pandemic is projected to cover 70 % of the world’s population. Even after recovery, the victims feel very tired for up to six months. This means that much of the world’s population will become less productive over time. The Ukrainian government should take into account the experience of the world’s leading financial institutions and provide access in advance to lending to those most affected by the spread of the coronavirus: small and medium-sized businesses. The article assesses welfare and social progress on the basis of a multi-agent set of criteria of international rating agencies and supplements the data of the national system of assessment of the socio-economic condition of the country and prospects for its development.
