Контрейлерні перевезення: європейський досвід та проблеми і перспективи розвитку в Україні

Abstract

У статті здійснено аналіз європейського досвіду створення та розвитку системи комбінованих перевезень «залізниця-автомобіль». Проаналізовано основні показники діяльності компаній – членів Міжнародного союзу комбінованих автомобільних та залізничних перевезень (UIRR), що дало можливість обґрунтувати перспективність розвитку системи мультимодальних комбінованих перевезень в Україні як країни-транзитера на шляху «Китай – ЄС». Проведено ретроспективний аналіз спроб створення системи контрейлерних перевезень в Україні та виявлено чинники геополітичного, економічного характеру, що сприяють розвиткові комбінованих (насамперед контрейлерних) перевезень «залізниця-автомобіль» у складі мультимодальних перевезень, що забезпечить неперервність ланцюга постачань товарів від виробника до споживача і сприятиме посиленню конкурентних позицій України на ринку логістичних послуг Європи.

The fall in the Ukraine’s transfer area of to the eastern direction forces to change the direction in the provision of transport services and redirect cargo flows in other directions using the potential of transport corridors. There is a very real chance to establish as a reliable provider of logistics services in the field of transit transportation in the conditions of radical geopolitical changes in Ukraine. This article considers the experience of piggyback transport in the European Union through the analysis of the members activities of International Union of Combined Road and Rail Transport. The countries of the European Union have more than 50 years’ experience in combined transport. In spite of some problems with the modal approach to the legal framework for different transport modes, the rail – car system in Europe shows a positive trend in the growth of such traffic. Shipments under the system of «Removable bodys and containers» have the most dynamic development, it is explained by the developed system of terminals. A retrospective analysis the creation of a combined system of transportation (including piggyback) in Ukraine and interests of European partners in the area of transportation allows us to reasonably consider it as a participant in transit routes on the route «China – EU». Ukraine has the greatest experience in the segment of container transportation, which today has intensified in the direction Ukraine – Hungary – Romania, European countries are interested in the development of it, which do not have common borders with Ukraine (Germany, France, Italy), as well as the Chinese side wich wish to reliable transport flows with EU countries. The beginning of cooperation between PJSC «Ukrzaliznytsia», the Association of International Road Transport and the Federation of Employers of Ukraine. Positive changes in the creation and development of the piggyback transport system in Ukraine are the beginning of cooperation between PJSC «Ukrzaliznytsia», the Association of International Road Transport and the Federation of Employers of Ukraine. There are positive changes in the creation and development of the piggyback transportation system in Ukraine and the development at the state level (Ukraine ministry of Infrastructure) of legislation on the terminology unification and the establishment of standards and regulations for the implementation of multimodal transportation in terms of integration processes with the EU.
