Державне регулювання як інструмент формування конкурентоспроможної національної економіки

Abstract

У статті визначено основні проблеми, що виникають на шляху формування конкурентоспроможної національної економіки, та причини кризових явищ в економіці України. Охарактеризовано сучасне державне регулювання економічних процесів, проаналізовано негативні наслідки його неповноцінності в Україні. Визначено передумови виходу країни з кризи, особливу роль у цих процесах відведено ефективній промисловій політиці. Охарактеризовано стан інвестиційної діяльності, з’ясовані причини несприятливого інвестиційного клімату. Доведено доцільність інвестування в інновації з метою переходу до виробництва конкурентоспроможної на світових ринках продукції. Проаналізовано тенденції експортно-імпортної діяльності та визначено негативні чинники впливу. Приділено увагу необхідності використання протекціоністських заходів у сучасних економічних умовах. Надано пропозиції щодо підсилення ролі держави в заходах щодо зростання конкурентоспроможності національної економіки, що сприятиме подальшій інтеграції економіки України у світогосподарську систему як повноправного партнера.

Market transformations of the economic system in Ukraine, which began with the proclamation of its independence in 1991, determine the main directions of its improvement today. These are sustainable socio-economic development, production of products that would successfully compete in world markets, foreign investment in a favorable investment climate, industrial development as a locomotive of the economy and on this basis to improve living standards. An important condition for the integration of Ukraine’s economy into the world economy is the formation of an effective economic policy on this basis to ensure the competitiveness of Ukrainian goods on world markets. It becomes possible only if the country’s production moves to a new high-tech level. The relevance of the research topic is based on the need to determine the role and place of state regulation in the processes of increasing the competitiveness of the national economy. The article identifies the main problems arisen in the formation of a competitive national economy, and the causes of crises in the economy of Ukraine. The role and place of state regulation of economic processes in the conditions of market transformations are determined. The modern state regulation of economic processes is characterized, the negative consequences of its inferiority in Ukraine are analyzed. The preconditions for the country’s exit from the crisis have been identified, and an effective industrial policy has been given a special role in these processes. The importance of innovation and investment activities is emphasized and the main problems of its development in Ukraine are identified. Export-import activity is described, her defects are certain and the necessity of her adjusting is reasonable from the side of the state with the aim of improvement of situation on the basis of taking advantage of the Ukrainian economy. Emphasis is placed on the need to use protectionist barriers as a measure of public administration to achieve a certain economic effect. The importance of qualified economy management by the state and regulation of economic processes in case of need in the transition to a market mechanism of management in order to form a competitive national economy is proved. Proposals were made to strengthen the role of the state in measures to increase the competitiveness of the national economy, which will allow further integration of Ukraine’s economy into the world economic system as a full partner.
