Abstract

Осуществление коренного обновления экономики и общества без разрушения собственных производительных сил требует выверенного государственного курса. И развитие своих созидательных сил, и улучшение позиций в конкурентной борьбе с другими культурно-цивилизационными мирами ориентируют на сильное государство. Период форсированных изменений в глобальном масштабе предполагает уточнение роли государственного регулирования для оптимизации политико-экономических процессов, роста использования преимуществ, локализации угроз и компенсации недостатков. Однако культурно-цивилизационные миры движутся при этом собственными дорогами и по-разному не только осознают стоящие задачи, но и имеют исторически обусловленное дерево целей. Методология исследования и изложения материала интегрирует применение сравнительно-исторического и абстрактно-логического подходов.

The main purpose of the text is to characterize the possibilities of state regulation in the context of a historical response to the challenge of maturing a new social paradigm. The significance of the material is associated with state functions at the turning-point of political and economic development, and the place of both the public sector and regulation in optimizing the transition. The realization of a cardinal transition of power on a global scale correlates with the consistent radical democratization and humanization of the system-forming relations of labour, property and management. However, the cultural-civilizational worlds are moving along their own roads and in different ways not only realize the challenges, but also have a historically determined tree of goals. The research methodology and presentation of the material integrates the application of the comparative historical and abstract logical approaches in social science. Carrying out a radical renewal without destroying one’s own creative forces requires a well-adjusted state course. The period of forced changes in the inter-paradigm transition on a global scale requires an increase in the role of government regulation to optimize political and economic processes, increase the use of advantages, localize threats and compensate for disadvantages. In other words, both the development of one’s creative forces and the improvement of positions in the competitive struggle with other cultural-civilizational worlds are oriented towards a strong state. The accumulation of technical, technological and social and material innovations by mankind creates the prerequisites not only for emphasizing the spiritual-intellectual sphere, but also for strengthening the social functions of the state. To be competitive and efficient, the state is obliged to emphasize the characteristics of sociality in its activities. The main historical alternatives are fraught with both degradation of economic potential and, accordingly, a decrease in the prospects for further development (and then its impossibility). The practical significance of the text is associated with the possibility of its application both in carrying out political and economic reforms and in teaching university courses.
