Економізація дипломатії та трансформація зовнішньоторговельної політики США в контексті збереження глобального торговельного лідерства

Abstract

У статті досліджено процеси економізації дипломатії США, що відбувалися впродовж урядування президентів Б. Обами та Д. Трампа. Розглянуто підходи вітчизняних науковців та їхнє бачення інституційної будови моделі економічної (зокрема, комерційної) дипломатії США та відмінностей у регулюванні зовнішньої торгівлі президента-демократа та президента-республіканця. На підставі аналізу Стратегії національної безпеки США, програмних документів та звітів щодо торгової політики президентів, опублікованих Офісом торгового представника США, та конкретних дій керівництва держави проведено порівняльну оцінку торгових політик каденцій двох президентів та трансформацій, що відбулися у економічній дипломатії та зовнішньоторговельний політиці США в контексті необхідності збереження глобального торговельного лідерства та конкурентного наступу КНР

The paper examines the processes of economizing the US diplomacy that took place during the administration of the US Presidents Barack Obama and Donald Trump. The approaches of domestic and foreign scientists and their vision of the institutional structure of the model of economic (commercial) diplomacy of the United States and the differences in the regulation of foreign trade between the Democratic and Republican presidents are considered. A comparative assessment of the trade policies of the two presidents and the transformations that took place in economic diplomacy and US foreign trade policy is made. The comparison is based on the analysis of the US National Security Strategy, program documents and reports on the trade policy of the presidents published by the Office of the US Trade Representative, and the specific actions of the state leadership and is reflected in the context of the governmental need to maintain global trade leadership of the USA and react on China's competitive offensive. In particular, a parallel analysis of the principles, goals, focus, main directions of foreign trade policy of the governments of Trump and Obama is conducted, namely the positions of governments to ensure the leading position of the United States in world trade and relations with competitors, sectoral and geographical priorities. Differences in the positions of governments on integration cooperation, in particular on cooperation with other countries in the Americas, the EU, Africa and Asia, have been identified. Particular attention is paid to the US governments' vision of trade relations with China, which have been aggravated during the Republican presidency, the reversal of the US presence in the Asian region (disruption of the Trans-Pacific Partnership) and relations with the World Trade Organization, which also have worsened under the presidency of D.Trump. The main trends of transformation of the US foreign policy in the direction of its economization, which began 20–30 years ago and intensified during the tenure of the last two heads of state and is based on the need to ensure economic security through diplomatic methods, are analyzed.
