Особливості бізнес-планування міжнародних інвестиційних проєктів у промислово розвинених країнах (порівняльний аналіз)

Abstract

Статтю присвячено актуальним питанням бізнес-планування міжнародних інвестиційних проектів, ураховуючи досвід промислово розвинених країн. Досліджено сучасний стан та визначено чинники впливу на інвестиційну діяльність України. Досліджено вплив упровадження карантинних заходів на інвестиційний клімат. Проаналізовано динаміку залучення прямих іноземних інвестицій в Україну. Розглянуто позиції держави в міжнародному рейтингу Doing Business протягом 2006–2020 рр., а також досліджено зміни Індексу її інвестиційної привабливості. Обґрунтовано доцільність упровадження заходів з метою збільшення міжнародних інвестиційних проєктів в Україні. Здійснено порівняльний аналіз міжнародних та вітчизняних методик складання бізнес-плану інвестиційного проєкту, окреслено особливості використання кожної методики.

According to international practice, positive trends in the country's economic development are observed only in the presence of sufficient investment resources and their efficient use. The most common way to attract investment is to develop international investment projects. However, the problem of choosing the methodology for drawing up a business plan that would best meet the needs of this project still remains open in practice. The article is devoted to topical issues of business planning of international investment projects taking into account the experience of industrialized countries. The article examines the current state of investment attractiveness of Ukraine. Factors influencing them are determined. The influence of the unstable economic and political situation on the favorable conditions for doing business has been studied. The dynamics of attracting foreign direct investment to Ukraine during 2016–2020 is analyzed. The positions of the state in the international rating "Doing Business" during 2006–2020 are considered. The Government's measures that influenced the results of the rating have been identified. Changes in the Investment Attractiveness Index of Ukraine, the factors that influenced its sharp change are studied. The expediency of implementing measures to increase international investment projects in Ukraine is substantiated. Statistical information on the number of international investment projects in Ukraine and the European Union was searched. The EU countries with the largest number of international projects are selected. The measures of the European Commission to improve the investment climate in the region are outlined. The comparative analysis of the international and domestic technologies of drawing up of the business plan of the investment project is carried out. The following international standards were examined during the writing: the methodology developed by UNIDO, the methodology developed by the consulting company KPMG, the methodology TACIS, the methodology proposed by BFM Group, the methodology developed by the venture company Sequoia Capital and the methodology recommended by the State Agency for Investment and Development. Their features, advantages of use, advantages and disadvantages, possibilities of use for the international investment project are defined.
