Нівелювання диспропорцій економічного та промислового розвитку регіонів України

Abstract

Статтю присвячено дослідженню проблематики нівелювання диспропорцій промислового та економічного розвитку в регіонах України. Проаналізовано динаміку індексів промислової продукції в Україні за 2014–2019 рр. та розподіл індексів промислової продукції регіонів України у 2019 р. Узагальнено інструментарій подолання диспропорцій регіонального промислового розвитку та окреслено вектори зниження міжрегіональної асиметрії в загальнодержавному економічному потенціалі. Підкреслено необхідність застосування кластерних моделей регіонального розвитку як елемента подолання диспропорційності та зниження впливу фактору територіальної віддаленості регіонів на міжрегіональну асиметрію. Механізм подолання асиметрії економічного та промислового розвитку повинен включати сукупність регламентованих державою відносин і взаємозв'язків, систему економічних, правових, організаційних форм, методів, способів та принципів, за допомогою яких здійснюється цілеспрямований вплив на розвиток реального сектору національної економіки.

The article is devoted to the study of the problem of leveling the disproportions of industrial and economic development in the regions of Ukraine. The aim of the article is to study the problem of leveling disparities in economic development in the regions of Ukraine, to identify on this basis tools to reduce interregional asymmetry and to develop proposals for overcoming disparities in regional economic and industrial development. An analysis of the dynamics of industrial production indices in Ukraine for 2014-2019 and the distribution of industrial production indices of the regions of Ukraine in 2019 is summarized. The necessity of application of cluster models of regional development as an element of overcoming disproportion and reducing the influence of the factor of territorial remoteness of regions on interregional asymmetry is emphasized. Cluster development is a characteristic feature of the modern innovation economy: world practice has shown that the formation of clusters determines and exerts a decisive influence on the processes of strengthening competitiveness and accelerating innovation. Achieving the leveling of economic and regional disparities and accelerating the processes of structural modernization is possible under the conditions of forming an innovative model of economic development of Ukraine and its regions. The mechanism for overcoming the asymmetry of economic and industrial development should include a set of state-regulated relations and relationships, a system of economic, legal, organizational forms, methods, ways and principles by which the purposeful influence on the development of the real sector of the national economy. It is noted that in half of the regions the growth of the extractive industry dominates, which confirms the heterogeneity of the sectoral structure of the economy. It is established that the general method of overcoming disparities is the implementation of a balanced state regional policy, the direction and content of which should correlate with the needs of a particular region. It is regional policy that should become a means of effectively using the reserves of the regional system in contrast to sectoral (local) management methods. Instruments for financial support and stimulation of territorial development should be used as transparently and objectively as possible.
