Аутсорсинг як стратегія організаційного розвитку бізнес-систем у глобальному середовищі

Abstract

У роботі визначаються особливості застосування аутсорсингу як стратегії організаційного розвитку бізнес-систем у глобальному середовищі. Розвиток інформаційних технологій стимулює організаційні зміни, завдяки яким невеликі фірми можуть координувати діяльність зовнішньої мережі бізнес-систем шляхом передачі їм для виконання частини або всіх функцій та процесів із метою підвищення міжнародної конкурентоспроможності за рахунок використання наявних конкурентних переваг. Проведено порівняльний аналіз використання практики аутсорсингу у США, Японії, країнах Європи та Україні. Визначено певні ризики щодо використання стратегії аутсорситну в глобальному середовищі. Виявлено, що найбільш розповсюдженою стратегією аутсорсингу щодо організаційного розвитку є ІТ-аутсорсинг. Визначено можливості застосування стратегій аутсорсингу на українському ринку в умовах глобального середовища, а також наявні проблеми та можливі шляхи вирішення. Для визначення переваг та недоліків використання стратегії аутсорсингу в глобальному середовищі надано характеристику діяльності провідних ІТ-аутсорсингових компаній України.

The paper identifies the features of outsourcing as a strategy for organizational development of business systems in a global environment. The development of information technology stimulates organizational change, through which small firms can coordinate the activities of an external network of business systems by transferring to them to perform some or all functions and processes to increase international competitiveness through the use of existing competitive advantages. A comparative analysis of the use of outsourcing practices in the United States, Japan, European countries and Ukraine was presented. It is determined that outsourcing is an effective means of disseminating innovations and growth of innovation activity, an element of integration. Certain risks for the use of outsourcing strategy in the global environment were identified. The main risks and concerns of foreign customers about the possibility of using the services of Ukrainian outsourcers are associated with the lack of a well-established system of business cooperation, including legal support, certification procedure, preferential customs and tax regime, and intellectual property protection. It was found that the most common outsourcing strategy for organizational development is IT outsourcing. Possibilities of application of outsourcing strategies in the Ukrainian market in the conditions of the global environment, and existing problems and possible ways of the decision are defined. To determine the advantages and disadvantages of using an outsourcing strategy in a global environment, the activities of leading IT outsourcing companies in Ukraine were characterized. The main advantages of the outsourcing strategy are the reduction of production costs, the effect of scale, the effect of accumulated knowledge and experience. Potential problems for the development of outsourcing strategies in Ukraine remain as political instability, low level of economic development, instability of the banking system, imbalance in the currency sector, the possibility of intensifying offshore accounts, escalation of hostilities, tax increases, outflow of customers, loss of large orders, staff shortages and migration of specialists abroad.
