Компаративний аналіз сучасних моделей побудови національних інноваційних систем: країно-регіональний аспект

Abstract

Стаття присвячена аналізу сучасних моделей національних інноваційних систем. Проведено дослідження еволюції концепту інноваційної моделі. Подано комплексне розуміння дефініції «національна інноваційна система». Ідентифіковано фактори, що визначають тип та національні особливості інноваційних систем. Досліджено структуру національної інноваційної системи та виокремлено функціональні ролі її структурних ланок. Наведено завдання, які може вирішити держава за допомогою побудови ефективної національної інноваційної системи. Проведено компаративний аналіз моделей інноваційних систем у контексті країно-регіональної специфіки. Зокрема, виокремлено чотири країно-регіональні моделі національних інноваційних систем. Розглянуто сучасні трансформації традиційних моделей та формування новітнього її патерну, який відрізняється від інших насамперед активною участю громадянського суспільства у продукуванні та дифузії інновацій та ноу-хау.

In modern conditions of development, characterized by the intensification of global competition, innovation and the latest technologies are becoming a major factor in gaining a competitive position in the global economic space, both at the level of individual companies and the state as a whole. One of the motivating motives of the country's socio-economic development is the creation and further development of a qualitatively new innovation system of the country, adequate to global technological challenges, whose mission is to ensure the proper position of the national economy in the system of global technological priorities. Therefore, in our opinion, given the urgent need facing Ukraine to find sources of economic growth, overcome crises and increase the competitiveness of the national economy, a comprehensive analysis of NIS of the world's leading countries in order to further adapt the best world experience in our country is extremely relevant. Since, the formation of a competitive state innovation policy in Ukraine, adequate to the demands of the global market, should become one of the priority goals of its further development. So the purpose of this article is to analyze modern models of national innovation systems. A comprehensive understanding of the definition of "national innovation system" is given. The factors that determine the type and national features of innovation systems are identified. The structure of the national innovation system is studied and the functional roles of its structural units are singled out. The tasks that the state can solve by building an effective national innovation system are presented. It should be noticed, that the practical implementation and development of one or another NIS model for each specific national economy is a long process. Leading positions in the global space are acquired by countries with a high level of scientific and educational potential, which are capable of rapid practical implementation of innovative developments. Thus, the identification of the constituent elements of the basis for the formation and development of an effective NIS of Ukraine is an urgent need and is one of the priority factors in increasing the level of competitiveness of the national economy in the global space.
