Використання фінансового потенціалу міжнародних трудових мігрантів для забезпечення сталого зростання громад

Abstract

У міру розвитку глобалізації світової економіки масштаби трудової міграції постійно збільшуються. Одночасно зростають доходи та міжнародні трансфери мігрантів до країн походження. Для України як країни з активною трудовою міграцією притаманні значні обсяги грошових надходжень від трудових мігрантів. Водночас цілісна державна політика заохочення використання коштів мігрантів на цілі економічного розвитку в Україні практично відсутня. Дана наукова стаття присвячена розробці рекомендацій та ефективних рішень для органів державної влади та місцевого самоврядування, які сприятимуть залученню фінансових ресурсів трудових мігрантів для збалансованого та сталого розвитку територій Крім законодавчого забезпечення сприятливих умов для здійснення інвестицій фізичними особами зароблених за кордоном коштів в Україні, необхідним видається розроблення конкретних програм на місцевому рівні, механізмів заохочення залучення потенціалу фінансових ресурсів мігрантів та діаспори для процвітання громад їхнього походження.

This scientific paper is devoted to the development of recommendations and proposing mechanisms for public authorities and local self-governments that will promote attracting financial resources of migrants in economic processes. The main factors of labor migration are the desire to earn more, live in more comfortable conditions, provide education and better living conditions for their children. At the same time, the earned money of migrant workers is a source of continuous inflow of foreign exchange resources to the countries of origin, and can contribute to the development of these countries. Private transfers exceed all other international currency flows. The millions of dollars and euros that come to Ukraine annually from compatriots working abroad support the short-term needs of the economy and, to a greater extent, the daily needs of the population without creating a positive long-term effect. The lack of an effective incentive mechanism for migrant workers to invest in Ukraine's economy is not a new problem and is often discussed in academia and at the level of state authorities. Scientists and policymakers have developed a number of measures and recommendations for solving this complex issue. But, at the moment, there is no set of effective non-contradictory specific economic tools and a plan to streamline the regulatory framework that would ensure long-term results. Therefore, the general purpose of this scientific article is to present a comprehensive action plan to ensure a legal, safe and effective process of labor migration from Ukraine, as well as to develop recommendations for the Cabinet of Ministers of Ukraine, the Ministry of Finance, the Ministry of Foreign Affairs, the National Bank of Ukraine and local governments concerning decisions and measures for encouraging migrant workers to invest in attractive objects of socio-economic importance, or to start their own businesses. Special attention is paid to the role of local governments, because the process of decentralization is in the final stage, and they gain new powers and functions that can be used for this purpose.
