Запровадження циркулярної економіки на державному та регіональному рівнях: реальність, проблеми та перспективи

Abstract

У роботі розглянуто основні аспекти запровадження концепції циркулярної економіки на державному та регіональному рівнях. Подано та проілюстровано понятійний апарат циркулярної економіки, відзначено відмінності та переваги порівняно із загальноприйнятою системою лінійної економіки. Детально розглянуто структуру циркулярної економіки на мікро-, макро- та мезорівні, відзначено ключові аспекти реалізації у сферах виробництва, споживання, управління відходами та підтримки розвитку. Значну увагу в дослідженні приділено інструментарію запровадження циркулярної економіки як на державному, регіональному рівнях, так і на рівні інших суб’єктів економічної діяльності. Запропонований до аналізу інструментарій циркулярної економіки розглянуто як у площині економічного ефекту від запровадження, так і з боку наявності певної низки проблем за кожним з інструментів. Виявлені проблеми на шляху успішного застосування інструментів циркулярної економіки окреслили вектор подальших досліджень у цьому напрямі з метою прискорення трансформаційних процесів переходу від лінійної до циркулярної форми економіки.

The article is devoted to the topical issue of introducing a circular economy both at the regional level and at the state level. It is noted that there is a sufficient number of scientific studies in this area which are presented by both Ukrainian and foreign scientists. But there is still no clear algorithm for the introduction of a circular economy. Therefore, further research in this direction is relevant. The introduction of a circular economy around the world tends to spread. But replacing the traditional economy with a circular one is not an easy one. The article substantiates the advantages of the transition to a circular type of economy and notes the relevance of this issue at the global level. The aim of the paper is to determine the preconditions for the introduction of the concept of circular economy at the state and regional levels, to identify a number of problems that may hinder the successful transition to a circular economy and to outline further prospects in this direction. This study focuses on the definition of the concept and structure of the circular economy. It is proved how the introduction of a circular economy will have a positive impact on the development of the country as a whole. A number of illustrations of the functioning of the circular economy, personally in different areas: production, consumption, waste management, development support. The comparison of circular and linear forms of economy is carried out. In the article, the authors set out to identify the main problems facing the introduction of a circular economy in Ukraine. To this end, the authors have identified a number of tools that can lead to the successful introduction of a circular economy at the regional and national levels. These tools are analyzed according to such parameters as their essence, the presence of possible problems in the application within Ukraine, the possible effect of the application. Disclosure of the essence of each of the tools clearly describes how it can be applied within the state. The list of problems at all levels is shown as the application of one or another tool can cause obstacles in the spread of the ideas of the circular economy in Ukraine. The study identified how each of the tools for the introduction of a circular economy in Ukraine can be used today. A number of problems identified during the study identified a vector for further research in this direction. The author also cited a number of successful examples of the application of the principles and tools of the circular economy in Ukrainian enterprises.
