Реалізація політики соціального захисту в умовах євроінтеграції та глобалізації

Abstract

У роботі обґрунтовано теоретичні аспекти реалізації державної політики соціального захисту в умовах євроінтеграції та глобалізації, концептуальні основи вибору національної моделі економічного розвитку господарської системи в контексті соціальної складової частини державної політики і методологічні підходи до визначення потреб і базових детермінант формування, розвитку системи соціального захисту населення в конкретно-історичних умовах як форми прояву рівня соціалізації глобальної економіки; проаналізовано сучасний стан національної господарської системи; запропоновано механізм регулювання політики соціального захисту в умовах трансформації до євроінтеграційних змін і положення про програми дій уряду на період подолання кризових станів в країні з урахуванням регіональних проблем соціального захисту населення в умовах інтеграційності процесів розвитку та структури окремих механізмів реалізації соціальної політики держави у кожній із підсистем національної господарської системи.

The reforms of local self-government and territorial organization of power initiated in Ukraine form new framework conditions and requirements for strengthening the role of the regions of Ukraine in terms of ensuring the quality of life of the population. The paper substantiates the theoretical foundations of state policy of social protection in the context of European integration and globalization (aspects of modern methodology of social policy and theoretical and applied principles of the proposed conceptual approach in social policy), conceptual foundations of choosing a national model of economic development in the context of social policy. (state of parameters of socio-economic model of national economy development, efficiency of application of socially oriented state policy, institutional environment of modern national economic system, genesis of modern model of social policy in conditions of global changes) and methodological approaches to determining needs and basic determinants of formation, development and implementation of the system of social protection of the population in specific historical conditions, as a form of manifestation of the level of socialization of the global economy; analyzed the current state of the national economic system (in terms of deformation of the socio-economic subsystem, risks of deepening social inequality, the relationship and interdependence of social policy and the level of economic development, criteria and mechanisms for implementing social policy reforms, conceptual approaches to social policy in their genesis); proposed a mechanism for regulating social protection policy (developed the concept of socio-economic development of Ukraine at the stage of European integration in terms of social components, priorities and determinants of modern social policy for Ukraine, determinants of social development in intensifying integration processes) in terms of transformation to European integration changes and provisions on government action programs for overcoming crises in the country taking into account regional problems of social protection in the conditions of integration of development processes and structure of separate mechanisms of realization of social policy of the state in each of subsystems of national economic system that will allow equality in access to social services inclusiveness of economic development.
