Міжнародні організації: сучасні пріоритети та нові виклики в системі міжнародної інформаційної безпеки

Abstract

У статті проведено аналіз діяльності міжнародних організацій у сфері інформаційної безпеки. Досліджено вплив міжнародних організацій на систему економічного та соціально-політичного розвитку людства. Розглянуто сучасні пріоритети ООН, проаналізовано основні резолюції Генеральної Асамблеї ООН у сфері інформаційної безпеки та доведено необхідність реформування системи ООН. Визначено роль та значення інших міжнародних та регіональних організацій у сфері інформаційної безпеки. Доведено необхідність застосування нового підходу щодо залучення потужного механізму міжнародних інститутів для розв’язання проблем світового розвитку. Практичне забезпечення інформаційної безпеки у форматі міжнародних організацій визначається необхідністю створення міжнародних механізмів протидії військовим та іншим загрозам світового масштабу.

Large-scale changes that took place during the XX – early XXI century. in the international system, in particular, the cessation of confrontation of socio-political systems, the establishment of a monopolar world order, the growing threat to regional and global security from international terrorism and organized crime, brought to the fore the problems of formation and functioning of the international security system. First of all, it concerns both its theoretical aspects concerning the need to rethink the concept of "international security" and the problem of sources of modern threats, and the role of international institutions, whose statutory and priority tasks are institutional and functional support of international security. In this regard, the issue of a qualitatively new system of international security is very relevant, which is explained not only by its absolute importance for the preservation of human civilization, but also important for the stable functioning of the world community as a whole. Ukraine must also be involved in the process of regulating global problems of international security, as the world community has entered a new phase of development – the phase of formation of a new system of international relations, which could provide answers adequate to the new challenges of today. Today, ensuring international security remains a major problem today. Modern weapons do not leave any state hoping to ensure its security only by military-technical means, increase in armaments and armed forces, because not only the nuclear war itself, but also the arms race cannot be won. It has become clear that the security of states can be ensured not by military means, but by "soft power". Therefore, international organizations, namely the UN, OSCE, NATO, EU need to reform and adapt to new challenges in the system of international information security. This requires a new approach to engaging a powerful mechanism for international institutions to address global development issues. The practical provision of information security in the format of international organizations is determined by the need to create international mechanisms to counter military and other global threats.
