Регіональні туристичні системи України: потенціал розвитку в кризових умовах

Abstract

У статті досліджено тенденції функціонування регіональних туристичних систем України у посткризовий період для виявлення потенціалу їхнього розвитку в умовах глобальних загроз, пов’язаних із поширенням пандемії COVID-19. Проаналізовано динаміку та регіональні відмінності показників функціонування суб’єктів туристичної діяльності та закладів розміщення в Україні. Вивчено вплив кризових явищ на структуру й обсяги туристичних потоків в Україні. Виявлено основні закономірності розвитку туристичної сфери регіонів України у посткризовий період: залежність швидкості відновлення регіональної туристичної системи від рівня її стійкості; наявність компенсаційних механізмів, зумовлених здатністю регіональних туристичних систем до часткової самоорганізації. Окреслено перспективи розвитку регіональних туристичних систем в умовах необхідності подолання наслідків пандемії COVID-19.

The article deals with the trends in the functioning of regional tourism systems in Ukraine in the post-crisis period to identify the potential for their development in the face of global threats associated with the spread of the COVID-19 pandemic. To assess the need and direction of modernization changes in the context of overcoming the effects of the crisis period, it is important to thoroughly analyze the dynamic, structural and spatial characteristics of regional tourism systems of the state, which shape their development potential. To this end, the dynamics and regional differences in the performance of tourism entities and accommodation establishments in Ukraine are analyzed. The analysis of the dynamics of revenues from tourism activities showed that the decrease in the number of tour operators and travel agents in the regions of Ukraine is not proportional to the decrease in profits of the tourism business. According to the results of the analysis of territorial differences in the activity of collective accommodation establishments, which form the basis of the infrastructural component of regional tourism systems, significant spatial disparities were revealed. The influence of crisis phenomena on the structure and volume of tourist flows in Ukraine is studied. It is determined that the crisis period of 2013–2014 affected the entire tourist complex of the country, but some regional tourism systems (for example, Lviv region) in crisis conditions showed a significant resource of resilience and thus demonstrated sufficient modernization readiness. The main patterns of development of the tourist sphere of the regions of Ukraine in the post-crisis period are revealed: the dependence of the regional tourism system recovery speed on the level of its stability; the presence of compensation mechanisms due to the ability of regional tourism systems to partial self-organization. Prospects for the development of regional tourism systems in terms of the need to overcome the effects of the COVID-19 pandemic are outlined. The possibility of gradual return of regional tourism systems of Ukraine to the previous state under the condition of transformation of directions of tourism and structure of tourist activity is forecasted.
