Імплементація принципів Європейської хартії місцевого самоврядування у вітчизняну систему місцевого самоврядування

Abstract

У статті визначається залежність інтеграції України до ЄС від системного розвитку інституту місцевого самоврядування на принципах Європейської хартії місцевого самоврядування. Досліджуються принципи Європейської хартії місцевого самоврядування в аспекті їх імплементації у вітчизняну систему місцевого самоврядування. Окре- му увагу приділяється проблемам процесу правової реалізації в Україні вимог Хартії місцевого самоврядування. Ключові слова: імплементація, місцеве самоврядування, принципи Європейської хартії місцевого самоврядування, Рада Європи, міжнародне співробітництво, вітчизняна система місцевого самоврядування.

In the article is determined dependence of Ukraine’s integration to the Council of Europe of the system of development of local government institution based on the principles of the European Charter of Local Self-Government. Investigated the principles of the European Charter of Local Self-Government in aspect of the implementation in the national system of local government. Special attention is paid to the problems of the legal process of implementation of requirements of the European Charter of Local Self-Government.
