Інтелектуальне лідерство університетів: сутність, показники та механізми досягнення

Abstract

У статті розглянуто особливості інтелектуального лідерства університетів, шляхи та механізми його досягнення. Визначено основні індикатори оцінки інтелектуального лідерства для таких специфічних суб’єктів економічної діяльності, як університети, їх трансформуючу роль у становленні суспільства знань. Визначено, що інтелектуальне лідерство вищих навчальних закладів ґрунтується на синергійній взаємодії окремих дослідників-викладачів, їхній спроможності створювати умови для наукових, соціальних, технологічних та інституційних якісних змін. Проаналізовано основні компоненти інтелектуального лідерства, що визначаються в різних теоріях, та охарактеризовано основні моделі, риси і роль у розвитку організації саме інтелектуального лідерства. Визначено та охарактеризовано основні моделі інтелектуального лідерства викладача: наставник, захисник, опікун, активізатор, представник, продуцент знань та ін. Охарактеризовано ключові індикатори оцінки інтелектуального лідерства вищих навчальних закладів на двох базових рівнях: ресурсному та результативному. Відповідно до ресурсного рівня охарактеризовано ключові параметри функціонування провідних університетів світу, чисельність науково-педагогічного персоналу, кількість університетів світового класу в країні, кількість Нобелівських лауреатів у країні та в окремих університетах, державних видатків на НДДКР університетів та кількість публікацій у цитованих виданнях, чисельність патентів в університетах та патентну активність загалом.

The article considers the features of intellectual leadership of universities, ways and mechanisms of its achievement. The main indicators of intellectual leadership assessment for such specific subjects of economic activity as universities, their transforming role in the formation of the knowledge society are identified. It is determined that the intellectual leadership of higher education institutions is based on the synergistic interaction of individual researchers-teachers, their ability to create conditions for scientific, social, technological and institutional qualitative changes. The main components of intellectual leadership, which are defined in various theories, are analyzed and the main models, features and role in the development of the organization of intellectual leadership are characterized. The main models of intellectual leadership of a teacher are defined and characterized: mentor, defender, guardian, activist, representative, knowledge producer, etc. The article describes the key indicators for assessing the intellectual leadership of higher education institutions at two basic levels: resource and performance. According to the resource level, the key parameters of the world's leading universities, the number of research and teaching staff, the number of world-class universities in the country, the number of Nobel laureates in the country and in individual universities, government spending on R&D and the number of publications in cited publications, the number of patents and patent activity in general. This made it possible to determine the relationship between the resources invested in the intellectual leadership of higher education institutions and the scientific and market results of their activities, taking into account the above parameters. In general, the definition of the role of universities in the formation of intellectual leadership of the country made it possible to emphasize their decisive influence. It is determined that modern universities operate in a fierce competitive environment, which forces them to transform to achieve intellectual leadership, which becomes possible only if the economic and innovative capacity of higher education, which in turn requires the study of world experience of effective mechanisms of public funding and business development of university.
