Формування механізму цифрової трансформації управління розвитком національної економіки

Abstract

У статті надано визначення поняттю «механізм цифрової трансформації управління розвитком національної економіки» та виокремлено основні його елементи. Проаналізовано основні завдання й повноваження державних органів, що регулюють процес цифрової трансформації. Надано оцінку відповідності напрямів цифрової трансформації сутності та змісту процесу запровадження цифрових технологій у підприємницькі бізнес-процеси, процеси публічного адміністрування та повсякденне життя громадян, задекларованих у «Національній стратегії економічного розвитку 2030». Розглянуто правові, організаційні, економічні і психологічні методи державного регулювання процесу цифрової трансформації та деякі засоби їх реалізації. Визначено проблеми і недоліки функціонування механізму цифрової трансформації управління розвитком національної економіки, запропоновано заходи щодо їх усунення та окреслено очікувані результати від їх реалізації.

The article defines the concept of «mechanism of digital transformation management of the national economy» and highlights its main elements, including: the system of state bodies, whose powers include functions to regulate the processes of digital transformation, state policy in the field of digitalization (goals and measures), methods of regulation, i.e. ways to achieve a certain goal, means (tools, levers) of regulation - actions, technologies, procedures. The main tasks and powers of state bodies regulating the process of digital transformation are analyzed. An assessment of the compliance of the directions of digital transformation of the essence and content of the process of introduction of digital technologies in business processes, public administration processes and everyday life of citizens, declared in the «National Strategy for Economic Development 2030». Legal, organizational, economic and psychological methods of state regulation of the digital transformation process and some means of their implementation are considered, including: composition and number of legislative acts, administrative levers of regulation (development of rules and regulation of tariffs), realistic implementation of action plan for implementation of developed national projects. digitization of various spheres of socio-economic life, expediency and system of economic regulation (changes in taxation, lending, grants, application of public-private partnership projects), psychological means of influence (popularization of innovation potential, formation of basic digital knowledge, formation of society motivation to use digital technologies). The problems and shortcomings of the functioning of the mechanism of digital transformation of the management of the national economy are identified, measures to eliminate them are proposed and the expected results from their implementation are outlined. The offered measures to address these shortcomings will: create a favorable institutional and economic climate for the development of IT enterprises and production of inventions, eliminate inconsistencies in government regulation, improve the quality of national projects, create reliable sources of funding for innovation, increase the motivation of private owners to digitize business. preparing citizens for «digital» socialization and culture from childhood.
