Особливості системи управління митними ризиками: світовий та український досвід

Abstract

У статті проаналізовано систему управління митними ризиками в Україні та світі. Проаналізовано основні тенденції розвитку та вдосконалення системи управління митними ризиками в Україні. Виокремлено основні цілі застосування системи управління митними ризиками. Акцентовано увагу на необхідності дотримання балансу між використанням ефективних інструментів щодо виявлення і реагування на виникнення ризиків під час митного контролю та полегшенням світової торгівлі і спрощенням загальної процедури митного оформлення. Виокремлено рівні та етапи застосування системи управління митними ризиками. Аргументовано, що система управління митними ризиками повинна бути сучасною і зрозумілою; під час її вдосконалення мають ураховуватися думки як представників митної служби, так і суб’єктів зовнішньоекономічної діяльності, до того ж вона має бути інтегрована у світову систему управління митними ризиками.

In modern conditions of deepening trade relations between countries, the state customs authorities of almost all countries should solve the problem of maintaining a certain balance between an effective and effective system of customs control and prompt response to the occurrence of dangerous situations during customs clearance and facilitation of the general situation for participants in foreign economic activity. The rapid and growing deepening of trade relations between countries has its consequence of the urgent need to determine for customs administrations almost all countries of the world methodology for identifying potential risks and, accordingly, influencing them and minimizing the consequences of dangerous events, which led to the development of customs risk management systems both in a particular country and in the world as a whole. Two main directions of development of relations in customs affairs are highlighted: the system of agreements between customs administrations and partnerships between customs services and the entrepreneurial community. Such an important aspect as ensuring the development of information technologies is distinguished, in particular, the introduction of software to automate the process of analysis and risk assessment during customs clearance, which is one of the most important in the context of digitalization of the general risk management system and prompt response to the occurrence of risks and the possibility of avoiding them. A fundamentally new way of risk analysis and assessment is distinguished – targeting, which allows assessing previously analyzed foreign economic operations for the presence of risks using sources of information available to customs authorities. The system of customs risk management at the present stage of foreign trade development is one of the main and effective tools of customs control, in the construction and improvement of which one of the main criteria should be optimally the ratio between ensuring a certain level of protection and security for citizens and facilitating trade between entrepreneurs of different countries. The development of modern technologies, the emergence of fundamentally new tools that allow to identify, analyze and minimize the likelihood of risk allow Ukrainian customs authorities to respond promptly to requests today, but the work to improve the system with customs risks should be systematic and continuous.
