Управління національною економікою: сучасні підходи до децентралізації

Abstract

У статті узагальнено основні підходи до децентралізації управління розвитком національної економіки. Визначено, що сьогодні існує багато типів та форм децентралізації управління національною економікою. Описано сутність адміністративної, територіальної та фіскальної децентралізації управління національною економікою. Розглянуто різні підходи до класифікації форм децентралізації управління національною економікою. Зроблено висновок про те, що форми децентралізації впливають одна на одну. Рішення щодо просторової децентралізації вплине на зусилля уряду щодо досягнення конкретного виду адміністративної децентралізації. Або, навпаки, рішення уряду про виконання особливого типу адміністративної децентралізації вплине на закономірності політичних форм децентралізації. Тобто під час реалізації стратегії децентралізації управління національною економікою важко повністю розділити ці форми децентралізації.

The article summarizes the main approaches to the decentralization of management of the national economy. In the context of reforming the national economy and changing the economic situation of Ukraine and the world, caused by zoning due to the pandemic, one of the main tasks is the decentralization of national economy, which conceptually requires a modern vision of decentralization and emphasizes the need to develop ideology of decentralization. In terms of traditional approaches, the reform of decentralization of development management involves a change in the governance structure of the national economy, which is associated with the activities of local governments on the one hand zoning caused by the pandemic, and on the other hand – with the territorial organization of power in Ukraine. That is why the transfer of a significant part of the powers from the central regulatory bodies to the UTC is envisaged, which is ensured by the appropriate redistribution of financial resources. The reform of decentralization of national economy management and regional development has been implemented in Ukraine for the last 5 years and remains one of the reform trends, despite the periodic change of government institutions. However, it is not yet possible to say that it will be completed in the near future. It is determined that today there are many types and forms of decentralization of management of the national economy. The essence of administrative, territorial and fiscal decentralization of national economy management is described. Different approaches to the classification of forms of decentralization of national economy management are considered. It is concluded that the forms of decentralization affect each other. The decision on spatial decentralization will affect the government’s efforts to achieve a specific type of administrative decentralization. Or, conversely, the government’s decision to implement a special type of administrative decentralization will affect the patterns of political forms of decentralization. That is, when implementing a strategy of decentralization of national economy management, it is difficult to fully separate these forms of decentralization.
