Переоснащення мереж до норм ЄС за відповідної синхронізації законодавства України у сфері теплопостачання в умовах нестабільності тарифів

Abstract

Розглянуто тенденції розвитку теплоенергетичної галузі в країнах ЄС. Виконано аналіз характеристик системи теплозабезпечення і динаміки тарифів в Україні, а також проблем і перспектив розвитку бізнесу незалежних виробників теплової енергії з метою захисту економічних інтересів споживачів, збереження системи теплопостачання шляхом забезпечення конкурентних тарифів порівняно з індивідуальними та автономними системами опалення, підвищення енергоефективності, створення нових робочих місць на місцевому рівні в умовах реформи децентралізації, поліпшення економіки та залучення відновлюваних джерел енергії. Пропонована на основі вивчення підходів до встановлення тарифів у країнах Європи модель формування тарифів в Україні дає помірне зниження середньозваженого тарифу на теплову енергію для кінцевого споживача на початковому етапі розвитку ринку, забезпечує справедливу конкуренцію між оператором і незалежними виробниками та стимулює оператора до підвищення ефективності власного виробництва.

The policy of the state, relevant ministries, local authorities and producers, in the context of the further development and implementation of European legislation in Ukraine, should be aimed at implementing Directive 2012/27EU on the development of highly efficient cogeneration and efficient district heating from waste heat and renewable energy sources in conditions of the climate crisis, the prospects of which are available in the book «The Uninhabitable Earth: Life After Warming» by the American journalist David Wallace, where there are more than five hundred references to scientific research on three hundred pages of text. Due to the significant features of the thermal energy market in comparison with the electricity and natural gas markets, the issue of promising directions for the development of the district heating sector, centralized mechanisms and models for increasing its competitiveness and efficiency requires further research. The article is devoted to the analysis of the characteristics of the heat supply system and the dynamics of tariffs for utilities in Ukraine, as well as the problems and prospects for the development of the business of independent heat energy producers in order to protect the economic interests of consumers and prevent the division of the heating network into separate groups of objects heated by separate small boiler houses, preserve the heat supply system by ensuring competitive tariffs compared to individual and autonomous heating systems, improving energy efficiency, improving the district heating sector, creating new jobs at the local level in the context of decentralization reform, improving the economy and attracting renewable energy sources. The model of tariff formation in Ukraine, proposed on the basis of studying approaches to setting tariffs in European countries, gives a moderate decrease in the weighted average tariff for heat energy for the end user at the early stages of market development, but to a greater extent stimulates the operator to increase the efficiency of its own production, and also ensures fair competition between the operator and independent manufacturers.
