Сучасні моделі інноваційної політики країн світу

Abstract

У статті розглядається роль інноваційної активності суб’єктів господарювання у забезпеченні конкурентоспроможності фірм у сучасних умовах. Надається порівняльна характеристика інноваційної активності господарюючих суб’єктів у різних країнах. Показано особливості інноваційної політики держави у різних умовах та основні національні моделі державного регулювання інноваційної діяльності. Зазначається відсутність універсальної моделі національної інноваційної системи, яка однаково підходить для всіх країн. Вирізняються деякі характеристики інноваційних систем успішних країн. Зазначається, які елементи інноваційних систем інших країн можуть бути використані під час удосконалення національної інноваційної системи. Проаналізовано сучасні проблеми вдосконалення державної інноваційної політики у країні світу. На думку авторів статті, державі поки що не вдалося виробити ефективну інноваційну політику в рамках ринкової економіки.

The article examines the role of innovative activity of business entities in ensuring the competitiveness of firms in modern conditions. The modern economy forces the state to pursue a policy of searching for innovative and promising sources of development. The most complete implementation of such a search takes place in the innovative policy of the state. The need to adapt innovation policy to the complex, spatially distributed, changing nature of innovation directly affects its directions and tools, such as taxation; support for the development of human and social capital; regulation of labor and investment markets; conducting research and development; demonstration of best practices in the field of enterprise development strategy, corporate finance, management, etc. The problem is related to the need for the state to implement an effective innovation policy with the aim of achieving higher business results, in particular, increasing the competitiveness of products on foreign markets. Thus, innovative activity involves a simultaneous focus on increasing production results and reducing the costs that arise at the same time. Based on this, the specified activity is objectively aimed at increasing the efficiency of production in the country, and stimulating its activation can be considered as a factor of increasing the competitiveness of the country’s enterprises, providing the development of the state with a progressive character. A comparative description of the innovative activity of business entities in different countries is provided. Features of state innovation policy in different conditions and main national models of state regulation of innovation activity are shown. The absence of a universal model of the national innovation system, which is equally suitable for all countries, is noted. Some characteristics of the innovation systems of successful countries are distinguished. It is noted which elements of innovation systems of other countries can be used during the improvement of the national innovation system. Modern problems of improving the state innovation policy in the countries of the world are analyzed. According to the authors of the article, the state has so far failed to develop an effective innovation policy within the framework of the market economy.
