Оцінка результатів реалізації стратегічних програм розвитку сфери охорони

Abstract

У статті здійснено оцінку результатів реалізації стратегічних програм розвитку сфери охорони здоров’я протягом 2017–2020 років та розроблення пропозицій з удосконалення процесів планування і моніторингу виконання поставлених завдань. Виявлено відсутність відповідності між цілями і завданнями стратегічної програми, між цілями стратегічної програми і звітними показниками, між запланованими діями і фактичними заходами реформування галузі, що виконували у цей період часу МОЗ і НСЗУ. Серед напрямів удосконалення процесів розроблення стратегічних програм розвитку галузі зазначено: розроблення стратегічних програм у відповідності до стратегічного плану, розробленого МОЗ; забезпечення відповідності структури звітів структурі стратегічної програми; перегляд методичних підходів до встановлення цільових показників у планових документах з метою забезпечення їх досяжності; підвищення якості збирання й оброблення статистичної інформації.

The article evaluates the results of the implementation of strategic programs for the development of the health care sector during 2017-2020 and develops proposals for improving the processes of planning and monitoring the implementation of assigned tasks. The assessment of the content of strategic programs and relevant reporting documents makes it possible to determine the shortcomings of medium-term planning, reporting and ensuring the compliance of strategic goals with national development strategies. The lack of correspondence between the goals and tasks of the strategic program, between the goals of the strategic program and the reported indicators, between the planned actions and the actual measures of reforming the sector, which were carried out by the Ministry of Health and the National Health Service during this period of time, was revealed. The performance of strategic tasks is unsatisfactory, because of the five priority directions for the formation and implementation of effective policy in the field of health care specified in the strategic program (medium-term action plan of the Government), positive results were achieved in only one direction, the key indicator of goal achievement “Development of human capital” under the direction “Formulation and implementation of effective policy in the field of health care” by 2020, which envisaged a 10% reduction in the mortality rate, remained unattainable, among the four annual reports, the structure of only one corresponds to the structure of the planning document. Among the directions for improving the processes of developing strategic programs for the development of the industry, the following are indicated: development of strategic programs in accordance with the strategic plan developed by the Ministry of Health; ensuring compliance of the structure of reports with the structure of the strategic program; revision of methodical approaches to setting targets in planning documents in order to ensure their attainment; improving the quality of collection and processing of statistical information.
