Концептуальні та правові засади розвитку інклюзивної політики в Україні

Abstract

У статті проаналізовано концептуальні та правові основи інклюзивної політики в сучасному українському суспільстві, шляхи підвищення ефективності цього напряму політики. Розглянуто дві основні моделі інвалідності – медичну та соціальну, з яких остання має демократичну та інклюзивну спрямованість. Зазначено, що в Україні інклюзивний підхід є найбільш поширеним у сфері освіти, метою якої виступає створення необхідних та сприятливих умов для навчання дітей-інвалідів. Проаналізовано досвід Європейського Союзу щодо інклюзивної політики, який поширюється на всі сфери життя людей з обмеженими можливостями. Розглянуто концептуальні, міжнародні та національні нормативно-правові основи політики соціального захисту людей з інвалідністю, організаційно-управлінські механізми її реалізації. Зазначено, що важливим фактором реалізації стратегій інклюзивної політики виступає діяльність громадських організацій інвалідів, зокрема громадської спілки «Всеукраїнське громадське об’єднання «Національна асамблея людей з інвалідністю України». Визначено основні завдання інклюзивної політики в сучасному українському суспільстві, серед яких першочергове значення має процес вдосконалення наукових та інформаційно-аналітичних засад. У такому аспекті потребують вдосконалення статистика інвалідності та впровадження технологій комплексного соціального моніторингу захисту прав людей з особливими потребами. Зроблено висновок, що найактуальнішими напрямами інклюзивної політики в Україні виступають проблеми медичної безоплатної допомоги інвалідам, розвиток адресної соціальної допомоги інвалідам та їх сім’ям, вдосконалення і розширення мережі закладів соціального захисту та соціальної реабілітації інвалідів, розвиток інклюзивної освіти всіх рівнів та системи працевлаштування інвалідів, розширення системи пільг та забезпечення доступності різних сфер життєзабезпечення і життєдіяльності для людей з обмеженими можливостями та особливими потребами.

The article analyzes the conceptual and legal basis of inclusive policy in Ukrainian modern society and the ways to enhance effectiveness of this area of policy. The article concentrates on two main models of disability – medical and social; the latter has a democratic and inclusive orientation. The article highlights the inclusive approach is the most common in education which purpose is to create the required and favorable conditions for studying children with disabilities. It distinguishes the EU experience on inclusive policy which extends to all spheres of life of persons with disabilities. The article analyzes conceptual, international and national normative and legal bases of the policy of social protection for persons with disabilities, organizational and management mechanisms for its implementation. It highlights the activity of public organizations of persons with disabilities, in particular the public association “All-Ukrainian Public Association “National Assembly of People with Disabilities of Ukraine”. It is identified the main tasks of inclusive policy in modern Ukrainian society among which the process of improving its scientific and informational and analytical principles is the most important one. In this respect, disability statistics and the implementation of integrated social monitoring technologies for the protection of the rights of people with disabilities need to be improved. I have concluded that that the most relevant areas of inclusive policy in Ukraine are the problems of medical free care for persons with disabilities, development of aimed social assistance for persons with disabilities and members of their families, improving and expanding the network of institutions for social protection and social rehabilitation of persons with disabilities, development of inclusive education at all levels and employment system for the disabled, expanding the benefits system and making accessibility to various areas of life and life support for people with disabilities and special needs.
