Технічні кандидати як суб’єкти виборчого процесу

Abstract

У статті автори досліджують таке актуальне для політичної науки та характерне для сучасних виборчих кампаній явище, як технічні кандидати. Дослідники звертають увагу на те, що у вітчизняній та зарубіжній політології практично відсутні комплексні наукові дослідження участі та ролі у виборчих кампаніях технічних кандидатів. Водночас на рівні публіцистики та політичної аналітики це поняття згадується доволі часто, що зумовлює необхідність комплексного політологічного дослідження технічних кандидатів, з’ясування їхнього місця та призначення під час виборчих кампаній, здійснення теоретичного обґрунтування цього явища. Автори розглядають основні підходи до трактування поняття «технічний кандидат», у результаті чого пропонують власне визначення, відповідно до якого під технічними кандидатами розуміють підставних осіб, які беруть участь у виборчій кампанії, маючи конкретну мету, не пов’язану з перемогою, а спрямовану на реалізацію інтересів інших суб’єктів виборчого процесу шляхом маніпулювання виборцями. На основі аналізу різних підходів виокремлено основні цілі та функції технічних кандидатів у виборчій кампанії. Серед останніх науковці виділяють, зокрема, такі: відтягування голосів у конкурентів, збільшення представництва у виборчих комісіях, критика опонентів, дезорієнтація електорату та опонентів, створення потрібних інформаційних приводів тощо. Також автори розглядають проблему класифікації технічних кандидатів, виокремлюючи залежно від завдань, які стоять перед ними, різні види технічних кандидатів. Дослідники наголошують на тому, що використання технічних кандидатів не порушує норм законодавства, проте суперечить морально-етичним принципам виборчої боротьби. Головною ж умовою нейтралізації впливу технічних кандидатів на хід та результати виборів є високий рівень електоральної культури громадян.

In the article the authors investigate such phenomenon as technical candidates which is actual to political science and typical of modern election campaigns. Researchers pay attention to the fact that in domestic and foreign politology there is virtually no comprehensive scientific research of participation and role in election campaigns of technical candidates. At the same time at the level of political journalism and political analytics this term is mentioned quite often, which necessitates complex political science research of technical candidates, finding out their place and purpose during election campaigns, implementation of the theoretical substantiation of this phenomenon. The authors consider the main approaches to the interpretation of the notion of “technical candidate” and as a result offer their own definition, according to which technical candidates are understood as false persons who participate in the election campaign, having a specific goal, unrelated to victory, but aimed at realizing the interests of other subjects of the electoral process by manipulating voters. Based on the analysis of different approaches, the main goals and functions of technical candidates in the election campaign were highlighted. Among the latter scientists highlight, in particular, the following: obtaining the votes of another candidate, increasing representation in election commissions, criticism of opponents, disorientation of the electorate and opponents, creation of necessary information occasion, etc. The authors also consider problems of classification of technical candidates, highlighting different types of technical candidates, depending on the tasks they face. The researchers emphasize that the use of technical candidates does not violate the law, however, it is contrary to the moral and ethical principles of election fight. High level of electoral culture of citizens is the main condition for neutralizing the influence of technical candidates on the course and election results.
