Abstract

Забезпечення гармонії зовнішньої і внутрішньої активності суспільства посилює вимоги до регулятивної ролі взаємодії народу і еліти. Відповідно, мета статті – розгляд взаємопереплетіння інститутів народовладдя і впливу еліт у контексті можливостей і ризиків міжпарадигмального переходу з метою створення теоретичного підґрунтя для підвищення плідного соціального управління. Теоретико-методологічними засадами тексту є роботи із взаємовпливу елементів розвитку з акцентуванням факторів народовладдя і соцієтального курсу регулятивної політики. Особливості роботи пов’язані з накладенням характеристик міжпарадигмального перехідного періоду на історичні закономірності трансформування. Додаткова увага приділяється необхідності нової індустріалізації і промислового відродження для взаємного стимулювання продуктивного вектора змін соціально-політичного і господарсько-виробничого вимірювань суспільного життя. Стаття характеризує створення в глобальному масштабі передумов кардинальної зміни внутрішнього і зовнішнього життя суспільства. Перехід до нової парадигми суспільного життя пов’язується з підвищенням цінності творчого втілення обдарувань кожної людини. Своєю чергою підвищення рівня та якості актуалізації обдарованості людини в історичній творчості безпосередньо корелює зі встановленням нового запобіжного балансу свободи і необхідності, пошуку і відповідальності. Невід’ємною умовою максимізації суспільного поля просоціального розвитку та реалізації обдарованості людини виділяється накопичення та освоєння знання, яке стає все більш критичним ресурсом, що і породжує такі риси економіки і суспільства, які вимагають використання характеристик «знання», «пізнання», «інформаційного» тощо. Як найбільш гостре аналізується протиріччя між народовладдям та зовнішнім маніпулюванням через олігархат і охлократію. Щоб бути взаємостимулюючими, зміни соціально-політичного і виробничо-господарського вимірювань суспільних відносин мають стати гармонійними. З одного боку, відновлення промисловості на основі передових техніко-технологічних укладів і суспільних відносин – необхідність реальної незалежності і можливості вирішувати в інтересах свого народу. З іншого боку, розширення масиву творчості розглядається як найважливіше завдання інновацій (зокрема, організаційно-управлінських) історичного рівня.

Ensuring the harmony of the external and internal activity of society increases the requirements for the regulatory role of interaction between the people and the elite. Accordingly, the purpose of the article is to consider the interweaving of institutions of democracy and the impact of elites in the context of the opportunities and risks of inter-paradigm transition in order to create a theoretical basis for enhancing fruitful social management. Theoretical and methodological foundations of the text are work on the interaction of elements of development with emphasis on factors of democracy and the societal course of regulatory policy. Peculiarities of the work are associated with the imposition of the characteristics of the inter-paradigm transition period on the historical laws of transformation. Additional attention is paid to the need for new industrialization and industrial revival to mutually stimulate a productive vector of changes in the socio-political and economic- production dimensions of public life. The article describes the creation on a global scale of the prerequisites for a cardinal change in the internal and external life of society. The transition to a new paradigm of social life is associated with an increase in the value of the creative embodiment of the gifts of each person. In turn, increasing the level and quality of actualizing the giftedness of a person in historical creativity directly correlates with the establishment of a new measure of the balance of freedom and necessity, search and responsibility. As an integral condition for maximizing the social field of pro-social development and the realization of human giftedness, the accumulation and development of knowledge is highlighted, which is becoming an increasingly critical resource, which generates such features of the economy and society that require the use of the characteristics of “knowledge”, “cognition”, “informational”, etc. As the most acute, the contradiction between democracy or external manipulation through oligarchy and ochlocracy is analyzed. To be mutually stimulating, the change in the socio-political and industrial-economic dimension of social relations should become harmonious. The restoration of the industry on the basis of advanced technical and technological structures and social relations is a need for real independence and the ability to decide in the interests of its people. The expansion of the array of creativity is considered as the most important task of innovation (in particular, organizational and managerial) of a historical level.
