Вплив процесів глобалізації на формування соціальної політики

Abstract

У статті розглядаються особливості реалізації соціальної політики в умовах глобалізації. Автор аналізує змістовне значення терміна «глобалізація». Визначено основні тенденції розвитку глобалізаційних процесів та їхні соціальні наслідки. Розглянуто проблеми сутності соціальної політики. Досліджено внутрішньополітичні та зовнішньополітичні умови і проблеми реалізації соціальної політики в сучасному світі. З’ясовано, що в умовах глобалізації соціальна політика перестає бути особливою прерогативою певної держави і з’являються тенденції до формування єдиної й глобальної соціальної політики, суб’єкт якої – наднаціональне джерело. Розглянуто основні чинники трансформації інституту соціальної політики у сучасному глобалізованому суспільстві. Автор аналізує дві форми наднаціональної системи соціального захисту – наднаціональний перерозподіл доходів і наднаціональне правове регулювання. Доведено, що моделі соціальної політики багатьох держав, зокрема й України, вирізняються еклектичністю та непослідовністю, зазнають трансформації або реформ. Відзначено, що в умовах України об’єктивні світові процеси згортання соціальних функцій держави наклалися на кардинальні соціально-політичні трансформації, руйнування ціннісної системи суспільства. Це спричинило злам старої системи соціальних стандартів за відсутності позитивних результатів від нової системи. Визначено пріоритетні напрями формування ефективної соціальної політики в Україні в умовах глобалізації. У статті підкреслюється, що нагальною потребою в Україні у контексті глобалізаційних процесів є забезпечення надійного соціального захисту, збереження трудового потенціалу, розвиток ринку праці, подолання бідності, забезпечення гарантій, прав та свобод населення, дотримання принципів соціальної справедливості. Робиться висновок, що, незважаючи на те, що система соціальної політики в умовах глобалізації все більше набуває наднаціонального характеру, національні уряди країн повинні мобілізувати всі можливі внутрішні ресурси з метою формування ефективної системи соціального захисту, важливим елементом якої в сучасних умовах стає захист громадян від соціальних ризиків, пов’язаних з глобалізацією економіки.

The article deals with the peculiarities of social policy implementation in the conditions of globalization. The author analyzes the meaning of the term “globalization”. The basic tendencies of development of globalization processes and their social consequences are determined. The problems of the essence of social policy are considered. Domestic and foreign policy conditions and problems of social policy implementation in the modern world are investigated. It has been found that in the context of globalization, social policy ceases to be a particular prerogative of a particular state, and there is a tendency to form a single, global social policy, the subject of which is a supranational source. The main factors of transformation of the institute of social policy in the modern globalized society are considered. The author analyzes two forms of a supranational social protection system, namely: supranational income redistribution and supranational regulation. Social policy models of many states, including Ukraine, have been proven to be eclectic and inconsistent, undergoing transformation or reform. It was noted that in the conditions of Ukraine, the objective world processes of curtailment of social functions of the state imposed on cardinal socio-political transformations, the destruction of the value system of society, which caused the breakdown of the old system of social standards in the absence of positive results from the new system of social standards. Priority directions of formation of effective social policy in Ukraine in the conditions of globalization are defined. It is emphasized that the urgent need in Ukraine in the context of globalization processes is to provide reliable social protection, preserve labor potential, develop the labor market, overcome poverty, ensure guarantees, rights and freedoms of the population, respect for the principles of social justice. It is concluded that, although the social policy system in the context of globalization is increasingly supranational, national governments must mobilize all possible internal resources to form an effective social protection system, an important element of which in modern times is the protection of citizens from social security, risks associated with the globalization of the economy.
