Класифікація міжнародних неурядових організацій: ключові функціональні особливості

Abstract

У статті проаналізовано етапи становлення та тенденції розвитку міжнародних неурядових організацій у світовій політичній системі. Міжнародні неурядові організації є одним з різновидів недержавних акторів, оскільки їхня діяльність не обмежується територією однієї держави. Незважаючи на різні сфери їхньої діяльності, у них одна мета – соціальна спрямованість та захист міжнародної громадської думки, що відображається в некомерційній зацікавленості всіх неурядових організацій. Нині вони стали невід’ємними елементами міжнародно-правової системи і беруть безпосередню участь у глобальному управлінні. Визначено сутність поняття та основні ознаки, які притаманні неурядовим організаціям, а саме: організованість, приватність, самоврядування, нерентабельне розповсюдження та добровільність. Виокремлено цілі та функції, які виконують ці організації в сучасному міжнародному суспільстві. Проаналізовано рейтинг міжнародних неурядових організацій за ступенем їхнього ефективного функціонування у різних сферах та запропоновано перелік організацій, які діють у кожній з них, зокрема, у безпековій, гуманітарній, культурній, релігійній, науковій, екологічній тощо. Зосереджена увага на ключових класифікаціях неурядових організацій для чіткого окреслення їхньої діяльності та впливу на міжнародні суспільні та політичні процеси. Визначено, що будь-яка громадська організація класифікується за певними групами, а саме: сферою діяльності, в якій вони здійснюють функціонування; сферою компетентності; рівнем функціонування; рівнем незалежності від держави; розміром або кількістю штату; сектором, який вони обслуговують; ідеологічним спрямуванням тощо. Проаналізовані класифікації неурядових організацій за різними критеріями, оскільки кожне політичне рішення або закон приймається з урахуванням категорії, до якої належить організація.

The stages of formation and tendencies of development of international non-governmental organizations in the world political system are analyzed in the article. International non-governmental organizations are one of the varieties of nonstate actors as their activities are not limited to the territory of one state. Notwithstanding the different spheres of their activities, they have one goal – social orientation and protection of international public opinion, which is reflected in the non-commercial interest of all non-governmental organizations. Today, they have become an integral part of the international legal system and are directly involved in global governance. The essence of the concept and the main features that are inherent in non-governmental organizations are defined, namely: self-organization, privacy, self-government, unprofitable distribution and voluntariness. The goals and functions of these organizations in the modern international society are distinguished. The rating of international non-governmental organizations by their degree of effective functioning in different spheres is analyzed and the list of organizations operating in each of them is offered, in particular, in the security, humanitarian, cultural, religious, scientific, environmental, etc. The focus is on key classifications of non-governmental organizations in order to clearly define their activities and influence on international social and political processes. It is determined that any public organization is classified according to certain groups, namely: the spheres of activity in which they operate; the areas of competence; the level of functioning; the level of independence from the state; the size or number of staff; the sector they serve; ideological orientation, etc. The classification of non-governmental organizations by different criteria is analyzed, since, every political decision or law is made taking into account the category to which the organization belongs.
