Вплив міграції на трансформацію статево-вікового складу населення та на економічний розвиток у країнах ЄС у ХХІ столітті

Abstract

У статті проаналізовано особливості міграційних процесів в умовах глобалізації. Проведено аналіз наукових досліджень з даної теми. Зроблений аналіз впливу міграції на трансформацію статево-вікового складу населення в країнах ЄС. Досліджено економічні, соціальні та демографічні наслідки даного процесу. Запропоновано шляхи вирішення даних проблем. Показано, що вплив міжнародної міграції на безпеку виявляється на рівні мігрантів, локальних спільнот, суспільств, окремих держав і Європейського Союзу загалом. Здійснено методологічну ідентифікацію теоретико-концептуальних положень дослідження міжнародної міграції в сучасних глобалізаційних процесах. Обґрунтовано вплив статево-вікової та освітньо-професійної структури мігрантів на формування та перерозподіл людських ресурсів країн та регіонів. Окреслено вплив економічних трансформацій на міжнародну міграцію через визначення їхніх сучасних тенденцій. Описано причинно-наслідкові зв’язки міграцій між країнами та регіонами світу. Виявлено тенденції міграції біженців та уточнено дію політико-безпекового типу ризику на формування факторів виштовхування. Виявлено значення міжнародної міграції та грошових переказів для економічного розвитку країн, формування та розвитку людських ресурсів, подолання бідності, а також оцінено передумови та соціально-економічні наслідки міграційних процесів у ЄС. Систематизовано фактори формування міграційних мотивів у контексті їх зв’язку з економічними ризиками. Оцінено рівень економічних ризиків країн у порівняльному аспекті та окреслено їх зв’язок з формуванням міграційних потоків. Оцінено розвиток інституційного середовища регулювання процесів міжнародної міграції на глобальному, регіональному та національному рівнях, обґрунтовано нові підходи до формування концептуальних засад їх регулювання на регіональному, міждержавному та національному рівнях. Досліджено проблему трудової міграції в умовах міжнародної інтеграції, яка відіграє чи не найважливішу роль у сучасному міжнародному русі населення. Натомість міжнародна інтеграція, на думку аналітиків, є закономірною та неминучою, тому її необхідно приймати такою, якою вона формується.

The article analyzes the features of migrational processes under globalization. The previous research in the field is analyzed. The analysis of the impact of migration on the transformation age-sex structure of the population in EU countries. The economic, social and demographic consequences of this process are investigated. The ways of solving these problems are offered. It is proved that the influence of international migration on the security issues reveals itself on the individual migrants’ level as well as on the level of local communities, certain states and the European Union in general. The methodological identification of theoretical and conceptual provisions of the study of international migration in modern globalization processes is carried out. It also substantiates the influence of the gender-age and educationalprofessional structure of migrants on the formation and redistribution of human resources of countries and regions. The influenceof economic transformations on the international migration of human resources through the definition of their current trends is outlined. As the result, the cause-effect relation of migration between countries and regions of the world. The tendencies of migration of refugees as a special category of migrants from the post-conflict territories were revealed as well as the action of the political and security type on the formation of the factors of pushing out was specified. Identified the importance of international migration and money remittances for the country's economic development, the formation and development of human resources, poverty alleviation, as well as the preconditions and socio-economic results of migration processes in ЄС are assessed. The factors of formation of migration motives in the context of their connection with economic risks are systematized. The level of economic risks of countries in the comparative aspect is estimated and their connection with formation of migration flows is outlined. The development of the institutional environment for the regulation of international migration processes at the global, regional and national levels are evaluated the new approaches to the formation of conceptual foundations for its regulation was substantiated. The article is devoted to research of problems of labour migration in the conditions of international integration which plays or not major role in modern international motion of population. Instead, the international integration, in opinion of analysts, is appropriate and inevitable and she needs to be adopted such, which she is formed.
