Аксіологічний аспект модернізації політичної сфери українського суспільства

Abstract

У статті розглядається ціннісна складова частина модернізації політичної сфери українського суспільства. Мета цієї статті полягає в аналізі аксіологічних детермінант акторів соціальних відносин та відповідності їхніх ціннісних пріоритетів реальним діям в умовах політичної модернізації в сучасній Україні. Визначаються основні теоретико-методологічні підходи щодо потрактування поняття політичної модернізації; з’ясовується відповідність ціннісних пріоритетів соціальних акторів політичної модернізації в Україні їхнім діям. Зазначено, що особливості модернізації політичної сфери, які розкриті в наведених теоретичних розробках, виявилися й у процесі демократичного розвитку України. Наголошується на необхідності зв’язку змін інституційного порядку з інтеріоризацією демократичних цінностей та політичних установок, які їм відповідають, з уявленнями індивідів, груп, прошарків про пріоритетні напрями розвитку та потреби суспільства. На основі результатів соціологічних досліджень аналізуються ступінь усвідомлення серед українців важливості демократії для розвитку країни, задоволення її поступом, визначення основних ціннісних переваг та окреслення головних завдань. Відзначається розбіжність в оцінках перспектив розвитку держави. Попри те, що демократія стала для більшості респондентів невід’ємним елементом свідомості, загалом, громадська та політична активність українців доволі слабка, до того ж у суспільстві немає консенсусу стосовно того, що демократія є найкращою/найоптимальнішою системою правління. Поширена думка, що недемократичні методи управління, за певних обставин, можуть бути ефективнішими. Характеризуються чинники, які зумовлюють перевагу недемократичних способів реалізації влади над демократичними. Підкреслюється тенденція до раціоналізації політичної культури, яка ґрунтується на логічності, прогнозованості, стратегічному баченні взаємозв’язку суспільних та індивідуальних інтересів через політичну практику самоорганізації, що водночас із визнанням більшістю важливості демократії для розвитку країни становить міцний підмурок у проведенні демократичних перетворень і дає надію на їх успішну реалізацію.

The article deals with the value component of the modernization of the political sphere of Ukrainian society. The purpose of this article is to analyze the axiological determinants of social relations actors and the correspondence of their value priorities to real actions in the context of political modernization in modern-day Ukraine. The basic theoretical and methodological approaches to the interpretation of the concept of political modernization are defined; the correspondence of the value priorities of social actors of political modernization in Ukraine to their real actions is determined. It is noted that the peculiarities of the modernization of the political sphere, which are revealed in the above theoretical developments, were also revealed in the process of democratic development of Ukraine. The need for linking institutional changes with the internalization of democratic values and the political settings that correspond to them, with the perceptions of individuals, groups, layers about priority development goals and the needs of society is emphasized. Based on the results of sociological research, the degree of awareness among Ukrainians of the importance of democracy for the country's development, satisfaction with its development, determination of the main value priorities, delineation of the main goals of the country's development are analyzed. The factors that determine the predominance of undemocratic ways of exercising power over democratic ones are characterized. The survey results show a high level of democracy support for ordinary citizens of Ukraine. At the same time, despite the fact that democracy has become an integral part of the consciousness of the majority of respondents, the overall public and political activity of the Ukrainians is rather weak, as they are convinced of the ineffective influence on political decision making. Moreover, there is no consensus in society that democracy is the best / most optimal system of government. It is widely believed that undemocratic management practices may, under certain circumstances, be more effective. Among those polled, there is a proportion of those who have shown indifference to how government will be implemented. There are also differences in estimates of the prospects for the development of the state. At the same time, it is worth emphasizing the tendency towards rationalization of political culture, which is based on logic, predictability, strategic vision of interconnection of public and individual interests through political practice of self-organization. At the same time, recognizing the majority of the importance of democracy for the development of the country is a solid foundation for democratic change, which gives hope for their successful implementation.
