Вплив українських новинних мереж на міжнародну спільноту

Abstract

У даній статті автор проводить ґрунтовний аналіз міжнародного значення українських новинних мереж та їхній вплив на міжнародну спільноту. Комунікація як процес взаємодії між людьми, соціальними групами та інститутами передбачає виробництво та обмін інформацією, а в умовах переходу до інформаційного суспільства й суспільства знань видозмінює та трансформує всю систему міжлюдських відносин, глибинно впливає на соціальні взаємини і одночасно стає однією із фундаментальних засад існування та розвитку суспільства. Необхідно звернути увагу на те, що створення людського суспільства знань безпосередньо залежить від функціонування новинних мереж, які відіграють провідну роль у зростанні поінформованості суспільства в життєво-важливих соціальних, політичних, економічних, культурних та інших подіях. Сфера функціонування новинних мереж – це життєво необхідна та важлива область діяльності будь-якої держави, зокрема України. Де-факто новинні мережі виконують ряд важливих завдань: окрім інформування громадськості про стан справ у країні, медіа-сфера сприяє формуванню у населення держави цілого ряду цінностей та забезпечує утвердження демократичної моделі управління країною. Зрештою, новинні мережі спричинюють вагомий вплив на систему міжнародних відносин, світову політику та на баланс сил. Варто зазначити, що практично у всіх сферах міжнародної системи інформаційний складник відіграє все більш важливу та вагому роль. Дана стаття присвячена з’ясуванню міжнародного значення вітчизняних новинних мереж та їхнього впливу на міжнародну спільноту. Необхідно пам’ятати, що інформаційне протистояння національних та глобальних мереж є суб’єктивним процесом, який тісно взаємопов’язаний з інформаційним впливом, стримуванням та інформаційною війною. Такого роду протистояння породжує специфічні ризики у сфері інформаційної безпеки і має вагомий вплив на ефективність та динаміку прийняття зовнішньополітичних рішень. Важливо й те, що новинні національні мережі в рамках реалізації інформаційної безпеки за допомогою масиву інформаційних технологій впливають на сприйняття опонента як загальнополітичної, так і військової, економічної, соціальної, культурної ситуації в мирний час або під час кризи та ставлять собі за мету маніпулювати потенціалом та діяльністю противника.

In this article, the author provides a complete analysis of the international significance of Ukrainian news networks and their impact on the international community. Communication, as a process of interaction between people, social groups and institutions, involves production and exchange of information and in the context of the transition to the information and knowledge society, alters and transforms the whole system between human relations, deeply influences social relations and at the same time becomes one of the fundamental foundations of the existence and development of society. It should be noted that the creation of a knowledge-based human society is directly dependent on the functioning of news networks, which play a leading role in raising public awareness in vital social, political, economic, cultural and other events. The sphere of functioning of news networks is a vital and important area of activity of any state, including Ukraine. In fact, news networks carry out a number of important tasks: in addition to informing the public about the state of affairs in the country, the media sphere contributes to the formation of a whole range of values among the population of the state and ensures the establishment of a democratic model of governing the country. After all, news networks have a significant impact on the international relations system, world politics, and the balance of power. It is worth noting that in almost all areas of the international system, the information component plays an increasingly important and important role. This article is about finding out the international importance of domestic news networks and their impact on the international community. It should be remembered that the confrontation between national and global networks is a subjective process that is closely linked to information influence, deterrence and information warfare. This kind of confrontation creates specific risks in the field of information security and has a significant impact on the effectiveness and dynamics of foreign policy decision-making. It is also important that national news networks, through the implementation of information security through an array of information technologies, influence the perception of the opponent, both general political and military, economic, social, cultural situation in peacetime or in times of crisis and aim to manipulate potential and activity of the enemy.
