Моделі соціальної політики в контексті євроінтеграційного вибору України

Abstract

У статті розглядаються моделі соціальної політики різних країн Європи, їх переваги та недоліки. Окреслюються основні проблеми у соціальному захисті українського населення та можливі шляхи їх подолання. Наголошується на необхідності європейської інтеграції України, та зазначаються напрями, у яких вона має рухатися для досягнення поставленої мети. Це достатньо складні та амбітні плани, які неможливо здійснити без стійкої політичної волі та планомірної, цілеспрямованої політики уряду. Євроінтеграційні намагання України, для кращої, більш швидкої та безпроблемної їх реалізації, мають грунтуватися та спиратися на тривалий і складний європейський та світовий досвід. Поняття «європейська соціальна модель» використовувати не зовсім коректно, оскільки в системі економічного управління Євросоюзу деякі питання політики вирішуються на національному рівні, інші - на рівні ЄС. Важливим показником дієвості моделі соціальної політики та її позитивного впливу на добробут населення є обсяг ВВП на душу населення, Який в Україні зменшився за п'ять років на 2690. Скандинавська модель соціальної політики є найбільш соціально орієнтованою, на яку слід спиратися під час розробки власної моделі. Необхідним є створення громадського дискурсу із соціальних проблем та шляхів їх вирішення, це може допомогти стати їм зрештою більш результативними та прозорими. Україні, для того щоб наблизитись до рівня соціально орієнтованої країни, необхідно зробити ряд важливих, системних перетворень у всіх галузях, зокрема у соціальній. Необхідно здійснювати заходи щодо скорочення суттєвого розриву рівня життя населення з країнами Європи; продовжувати реформувати систему охорони здоров'я, планомірно впроваджуючи медичне страхування; здійснювати якісні перетворення у системі освіти, наближуючи її до стандартів Болонського процесу; заохочувати населення до вирішення демографічної проблеми; стимулювати створення стабільного, перспективного середнього класу.

The models of social politics in the different countries of Europe, their advantage and defects are examined in the article. Basic problems in social defence of the Ukrainian population and possible ways of their overcoming are outlined. The necessity of European integration of Ukraine and directions in that she must move for the achievement of the put aim are marked. It is difficult enough and ambitious plans that it is impossible to carry out without proof political will and systematic, purposeful politics of government. Eurointegration attempts of Ukraine, for the best, more ambulance and their trouble- free realization, must be founded and lean against the protracted and difficult eapo0nevcbKun and world experience. To use a concept “European social model” not really correctly, as in the system of economic management of European Union some questions of politics decide at national level, other at the level of European Union. By the important index of effectiveness of model of social politics and her positive influence on welfare of population there is a volume of gross domestic product per capita, that in Ukraine diminished for five years on 26%. The Scandinavian model of social politics is most socially oriented on that it follows to lean at development of own model. Anecessity is creation of public discussions from social problems and ways of their decision, it can help to become to them in the end more effective and transparent. To Ukraine, in an order to get around the level of the socially oriented country, it is necessary to do the row of the important, system converting into all industries, in particular in social. It is necessary to carry out events on reduction of substantial break as a standard of living of population with the countries of Europe; to continue to reform the system of health protection, systematic inculcating medical insurance; to carry out the quality converting into the system of education, approaching her to the standards of Bologna process; to encourage a population to the decision of demographic problem; to stimulate creation stable, perspective middle class.
