Місце та роль делегітимації президентської влади в політичному процесі

Abstract

Явище делегітимації президентської влади натепер залишається малодослідженим у політичній науці. Разом із тим делегітимаційні процеси справляють усе більш відчутний вплив на політичні системи держав світу та на політичні процеси в кожній окремо взятій країні. Особливо гостро проблеми делегітимації політичної влади відчула на собі українська держава. Із наслідками делегітимації президентської влади в Україні пов’язані такі трагічні сторінки її історії, як Революція Гідності (2013–2014 рр.) та війна на Донбасі (з 2014 р. і по сьогодні). Стан кризи легітимності, у якому перманентно перебуває політична влада в Україні, зумовлює актуальність дослідження процесу делегітимації президентської влади та делегітимаційних технологій, що використовуються в політичному процесі України з метою приведення президентської влади у нелегітимний стан. У цій статті ми запропонували авторське визначення поняття «президентська влада». Також ми розкрили сутність поняття «делегітимація» через закономірності зворотного зв’язку в політичній системі суспільства. Розглянули науковий доробок українських учених, що досліджували проблеми теоретичної концептуалізації політичного процесу. Визначили сутнісні характеристики делегітимаційного процесу та його основні елементи: чинники, ресурси, інформаційний контент, канали та агенти комунікації, цільову аудиторію. Дослідили особливості застосування технологій делегітимації президентської влади та представили загальну концепцію етапів розробки делегітимаційних політичних технологій. Для кожного етапу розробки делегітимаційних технологій запропонували конкретні методи його реалізації. Визначили місце та роль процесу делегітимації президентської влади у загальному політичному процесі.

The phenomenon of delegitimation of presidential power today remains poorly understood in political science. At the same time, delegitimation processes have an increasingly significant impact on the political systems of the world and on the political processes in each individual country. The Ukrainian state felt the problem of delegitimation of political power especially acutely. The consequences of the delegitimation of the presidential power in Ukraine are connected with such tragic pages of its history as the Revolution of Dignity (2013–2014) and the war in Donbass (from 2014 to the present). The state of the crisis of legitimacy, in which the political power in Ukraine is permanently, determines the relevance of the study of the process of delegitimation of presidential power and delegitimation technologies used in the political process of Ukraine to bring presidential power into an illegitimate state. In this article, we have proposed the author’s definition of the concept of presidential power. We also revealed the essence of the concept of delegitimation through the laws of feedback in the political system of society. The scientific achievements of Ukrainian scientists who studied the problems of theoretical conceptualization of the political process were considered. The essential characteristics of the delegitimation process and its main elements were determined: factors, resources, information content, communication channels and agents, target audience. The peculiarities of application of technologies of delegitimation of the presidential power were investigated and the general concept of stages of development of delegitimation political technologies was presented. For each stage of development of delegitimation technologies specific methods of its realization were offered. The place and role of the process of delegitimation of presidential power in the general political process were determined.
