Концептуальні засади та особливості реалізації сучасної зовнішньої політики Данії

Abstract

У статті проаналізовано особливості формування та реалізації зовнішньої політики Королівства Данії з урахуванням місця держави на міжнародній арені. Визначено цілі та пріоритети зовнішньої політики країни, роль парламенту, уряду та короля у зовнішньополітичному процесі. Досліджено нормативно-правову базу Данії у зовнішньополітичній сфері, основні причини та фактори, які були враховані під час укладання відповідних документів. Проаналізовано передумови укладення та основні положення доповіді «Дипломатія та захист Данії у часи змін» від 1 травня 2016 р. Висвітлено принципи зовнішньої політики країни, до яких належать співпраця у регіоні близького сусідства; забезпечення стабільності і миру в Європі через співпрацю у рамках ЄС; запобігання неконтрольованим міграційним потокам; економічна дипломатія; світові питання, насамперед через активну роботу в ООН. Охарактеризовано діяльність держави на рівні міжнародних організацій, роботу в комітетах та місце гуманітарних місій у зовнішній політиці Королівства. Акцентовано увагу на значенні Північної Ради і Ради міністрів Північних країн у формуванні зовнішньополітичних пріоритетів Данії. На основі аналізу міжнародних індексів та рейтингів з’ясовано місце держави з-поміж інших акторів міжнародного співтовариства, а також основні показники, які мають істотне значення у разі їх визначення. Досліджено аспекти двосторонніх відносин Королівства з іншими державами як безпосередньо, так і через участь у регіональних та міжнародних організаціях. З’ясовано, що зі США, Німеччиною та сусідніми країнами Північної Європи Данія підтримує найбільш тісні взаємини, є партнером і союзником з широкого кола питань. У висновках акцентовано увагу на тому, що майбутнє Данії залежить від стійкості міжнародного правового порядку, тому Королівство підтримує принципи міжнародного права, ООН та інші системи багатосторонньої співпраці та реагує, коли ці правила порушуються.

The article analyzes the peculiarities of the formation and implementation of the foreign policy of the Kingdom of Denmark, taking into account the place of the state in the international arena. It has been determined goals and priorities of the state’s foreign policy, the role of the Parliament, the Government and the King in the foreign policy process. The author outlines the legal base of Denmark in the foreign policy, main priorities and key issues to which the state leadership paid particular attention when creating relevant documents. It has been analyzed “Danish Defence and Diplomacy in Times of Change” report from May 1, 2016, its preconditions for concluding and the main provisions. The author determines main principles of Danish foreign policy, which include cooperation in close neighborhood; ensuring stability and peace in Europe through cooperation within the EU; prevention of uncontrolled migration flows; economic diplomacy; world issues, primarily through active participation in the UN. Special attention is paid to the place of Denmark in international organizations and institutions, work in committees and the role of humanitarian missions in the foreign policy of the Kingdom. It has been characterized participation of Denmark in Nordic Council and the Nordic Council of Ministers as a part of foreign policy priorities implementation. Based on the analysis of international indices and rankings, it has been determined the place of Denmark among other representatives of the, main indicators and their definitions that play a significant role in foreign policy overview. The author points out bilateral relations of Denmark with other states itself as well as within the regional and international organizations. It has been found that Denmark has close bilateral relations with the United States, Germany and the neighboring countries of Northern Europe, that become reliable partners and ally in a wide range of issues. The authors draw conclusion stating that future development of Denmark foreign policy depends on a strong international legal order, therefore politicians will continue to support the principles of international law, the UN and other institutions of multilateral cooperation and actively respond to all violations of its key principles.
