Перспективи розвитку транскордонних відносин Польщі, України та Білорусі

Abstract

У статті проаналізовано основи та перспективи розвитку транскордонного співробітництва між такими країнами, як Польща, Україна та Білорусь. Ці держави мають значний досвід у налагодженні та просуванні взаємовигідних відносин у рамках транскордонного співробітництва. Окрім цього, транскордонне співробітництво Польщі, Білорусі та України відповідає визначеним у державах основним програмним та плановим документам у цій сфері, а також стратегіям та планам розвитку, що виконуються на регіональному рівні. У даній роботі особливу увагу приділено дослідженню співробітництва згаданих держав у рамках програм Європейського Союзу, що беруть початок з 2004 року, коли діяли програми INTERREG IIIA / TACIS CBC на 2004–2006 рр., дослідженню успішно реалізованих проектів у межах 2007–2014 рр. та реалізації програм на 2014–2020 рр. Також увагу акцентовано на вивченні ініціювання наступної програми добросусідства на 2021–2027 рр. Йдеться про ключові аспекти нової Програми – її головну сферу та вибір цілей та пріоритетів, на які буде спрямовано Програму. У цьому контексті на веб-сайті Програми розпочато громадське опитування, результати якого будуть проаналізовані та обговорені для визначення перспектив програми. Зазначається, що найбільшим викликом для Програми є врахування в майбутній Програмі найважливіших потреб регіону та його населення. Аналізуючи результати програми, зазначається, що її реалізація позитивно вплинула на розвиток прикордонних регіонів. Окрім помітних змін у галузі інфраструктури, безпеки, здоров’я, доступності регіону, довкілля, транспорту та культурного обміну, «м’які» наслідки виявились більш важливими, оскільки йдеться про посилення соціально-культурної інтеграції місцевих громад, активізацію місцевих громад та громадських організацій, а також активізацію транскордонного співробітництва. Усі проекти, реалізовані в рамках Програм, сприяли налагодженню та зміцненню співпраці, побудові стійких контактів та підстав для подальшої транскордонної співпраці.

The article analyzes the basics and prospects for the development of cross-border cooperation between countries such as Poland, Ukraine and Belarus. These states have considerable experience in establishing and promoting mutually beneficial relations in the framework of cross-border cooperation. In addition, cross-border cooperation between Poland, Belarus and Ukraine corresponds to the main program and planning documents in this area defined in the countries, as well as strategies and development plans implemented at the regional level. In this paper, special attention is paid to the study of cooperation of these countries in the framework of European Union programs, which date back to 2004, when the INTERREG IIIA / TACIS CBC programs for 2004–2006, the study of successfully implemented projects in 2007-2014, and implementation of programs for 2014–2020. Also, special attention is paid to the study of initiating the next neighborhood program for 2021–2027. These are the key aspects of the new Program – its main area and the choice of goals and priorities to which the Program will be directed. In this context, a public survey has been launched on the Program website, the results of which will be analyzed and discussed to determine the prospects of the program. It is noted that the biggest challenge for the Program is to take into account the most important needs of the region and its population in the future Program. Analyzing the results of the program, it is noted that the implementation of the Programs has had a positive impact on the development of border regions. In addition to significant changes in infrastructure, security, health, accessibility of the region, environment, transport and cultural exchange, the "soft" consequences were more important, as it is about strengthening the sociocultural integration of local communities, activating local communities and NGOs., as well as intensification of crossborder cooperation. All projects implemented under the Programs contributed to the establishment and strengthening of cooperation, building stable contacts and grounds for further cross-border cooperation.
