Мовна політика України в реаліях сьогодення

Abstract

Досліджено розвиток і реалізацію державної мовної політики, що сформувалася у відповідності до національних та культурних традицій, історичного, політичного, економічного й соціального досвіду України. Наголошено на тому, що мовна політика – частина національної політики, органічна складова певного політичного курсу держави. Ґрунтовно проаналізовано особливості мовної політики України в контексті ретроспективного аналізу. Підкреслено, що мова виконує функцію національної ідентичності особистості, а також виступає засобом соціальної взаємодії, підтримки та розвитку національної культури країни. Зазначено, що протягом усієї історії незалежності нашої країни вектор мовної та загальнонаціональної політики зазнавав постійних змін не через запити суспільства, а через зовнішньополітичні орієнтири тих політичних сил, які перебували при владі, зазнаючи протилежного сприйняття загальнонаціональної політики в цілому й мовної політики зокрема. Зосереджено увагу на необхідності здійснити аналіз сучасної мовної політики щодо її змін у теоретико-практичній площині, які продиктовані жорстокими реаліями воєнного стану і вимагають нових відповідей та практичних проваджень. Перелічені слабкі позиції державної мовної політики, через які країна залишається неспроможною відповідати на актуальні запити сучасного суспільства. Наголошено на кроках, що сприятимуть зміцненню становища держави і, окресливши шляхи розвитку мовної політики, формуватимуть стійку мовну політику з чітким україномовним пріоритетом.

The development and implementation of the state language policy, which was formed in accordance with the national and cultural traditions, historical, political, economic and social experience of Ukraine, was studied. It is emphasized that language policy is a part of national policy, an organic component of a certain political course of the state. The peculiarities of the language policy of Ukraine are thoroughly analyzed in the context of retrospective analysis. It is emphasized that the language performs the function of the national identity of the individual, and also acts as a means of social interaction, support and development of the country's national culture. It is noted that throughout the entire history of our country's independence, the vector of language and national policy underwent constant changes not because of society's demands, but because of the foreign policy orientations of those political forces that were in power. Attention is focused on the need to carry out an analysis of modern language policy regarding its changes in the theoretical and practical plane, which are dictated by the brutal realities of the martial law and require new answers and practical procedures. Listed are the weak positions of the state language policy, due to which the country remains unable to respond to the urgent demands of modern society. The steps that will contribute to strengthening the state's position and, outlining the ways of language policy development, will form a sustainable language policy with a clear Ukrainian-language priority are emphasized.
