Політико-інституційні засади безпекових рішень: контекст сучасних сталих демократій

Abstract

Вивчається процес ухвалення безпекових рішень, детермінований конфігурацією політико-інституційного середовища, яке може зумовлювати динаміку прийняття рішень та їх результативність. Розглядається досвід сучасних демократичних держав світу, який свідчить, що інституційні ланки політики безпеки вибудовується в рамках міжнародної співпраці, а також на основі внутрішньополітичного консенсусу. Розкриваються так звані «червоні лінії», за які не може переходити політичні актор навіть за умови конфліктної взаємодії з оточенням. Встановлюються зміст розширеного тлумачення політичної безпеки, яке стосується не лише життя індивідів та функціонування суспільства, але й політичних прав людини, розкриває обсяги та напрямки надзвичайної інституційної взаємодії. Обговорюються одностайність ухвалення політичних рішень в ЄС, яка до певної міри гарантує їх визнання всіма членами вказаних країн. У статті використані найбільш поширені методи сучасної політичної науки (системний та порівняльний) та загальнологічні методи (індуктивний, гіпотетико-дедуктивний). З’ясовуються особливості процесів прийняття безпекових рішень як передумови розвитку системи політико-інституційного забезпечення динамічного розвитку сталої демократії. Досліджуються чинники, що враховують як внутрішні, так і зовнішні контексти безпеки сучасного ЄС. Розкрито колегіальну модель забезпечення політичної безпеки, яка передбачає делегативний принцип виконання рішень. Виявляється значення безпекового контексту сталих демократій, який визначає загальні рамки політичних дій в даному секторі. Встановлено специфіку спроможності конкретної демократичної держави досягти визначених цілей у безпековому секторі. Досліджуються сучасні обговорення стосовно змісту політичної безпеки, які акцентують увагу на нетрадиційних викликах і загрозах для демократичної політичної стабільності. З’ясовуються актуальність питань екологічної безпеки для безпекового середовища, яке потребує діяльності із втручання політичних інститутів. Вивчено комплексне розуміння політичної безпеки, яке визначає вектори модернізації врахування загроз та їх політико-інституційного запобігання. Зроблено висновок про спроможність політики безпеки у трансформаційних державах, яка подекуди не має особливого статусу відносно інших пріоритетних проблем функціонування суспільства та державотворення.

The process of security decisions making, determined by the configuration of the political and institutional environment, which can determine the dynamics of decision-making and their effectiveness, is studied. The experience of modern democracies of the world is considered, which shows that the institutional links of security policy are built in the framework of international cooperation, as well as on the basis of domestic political consensus. The so-called «red lines» are revealed, which a political actor cannot cross even in the event of conflict with the environment. The content of the expanded interpretation of political security, which concerns not only the life of individuals and the functioning of society, but also political human rights, reveals the scope and directions of extraordinary institutional cooperation. The unanimity of political decision-making in the EU is discussed, which to some extent guarantees their recognition by all members of these countries. The article uses the most common methods of modern political science (systemic and comparative) and general methods (inductive, hypothetical-deductive). The peculiarities of security decision-making processes as a prerequisite for the development of a system of political and institutional support for the dynamic development of a sustainable democracy are clarified. Factors that take into account both internal and external security contexts of the modern EU are studied. A collegial model of ensuring political security has been revealed, which provides for a delegate principle of implementing decisions. The importance of the security context of sustainable democracies, which determines the general framework of political action in this sector, is revealed. The specificity of the ability of a particular democratic state to achieve certain goals in the security sector is established. Current discussions on the content of political security are explored, focusing on nontraditional challenges and threats to democratic political stability. The relevance of environmental security issues for the security environment, which requires the intervention of political institutions, is clarified. A comprehensive understanding of political security has been studied, which identifies the vectors for modernizing the consideration of threats and their political and institutional prevention. The conclusion is made about the ability of security policy in transformational states, which in some places does not have a special status in relation to other priority problems of society and state-building.
