Виборчі кампанії 2019 року та вплив їх результатів на взаємодію гілок влади в Україні

Abstract

Одним із найдієвіших механізмів оновлення політичної системи будь-якої демократичної держави є вибори. Адже саме вільне волевиявлення громадян на різних рівнях може легітимно та легально оновити владу. Відповідні процеси характеризують політичний процес в усіх демократичних державах світу. При цьому, є приклади і кардинальної зміни владної еліти, з відходом від керівних посад попередніх політичних сил, які займали домінуючі позиції в політичному процесі. Виборчі процеси 2019 року в Україні можуть бути яскравою ілюстрацією явищ подібної якості. Достатньо блискавично, в ході президентської виборчої кампанії в Україні в 2019 року, громадяни 38-мільйонної країни, своїми голосам на чолі держави поставили людину, яка до цього жодного дня не була у політиці. А згодом, на дострокових парламентських виборах, ті ж самі громадяни надали неймовірно високий кредит довіри новій політичній партії, лідером якої був вже діючий Президент України. Ця партія, практично вперше, в історії України змогла сформувати монопартійну більшість у вищому законодавчому органі – Верховній Раді України. Однак, вищезгадані історичні події, окрім надання громадянами феноменально високої довіри новим представникам політичної еліти, обумовили становлення ще одного особливого феномену в політичній історії України. Мова йде про створення умов для злиття чи досягнення високого рівня єдності гілок влади в сучасному українському суспільстві. Створення одного єдиного центру прийняття рішень, який у багатьох аспектах замінив поняття «легальність» на всенародну «легітимність». І це все, сьогодні має місце, у демократичному, а не авторитарному чи тоталітарному суспільствах. Цей феномен є унікальним не тільки для України, а й для всього сучасного демократичного світу. Цей процес мав свій блискавичний перебіг, практично одномоментно, законно й без соціальних потрясінь. В умовах повного визнання процесу з боку міжнародних інституцій, спостерігачів і держав. Саме тому, вивчення цього феномену становить не тільки теоретичне, але й практичне значення, як для сучасної української політологічної науки, так і для поточного політичного процесу в сучасному українському суспільстві. Окрім цього, вищезгадані події, на момент написання цієї статі зберігають свою динаміку, що може спонукати всі зацікавлені сторони продовжувати осмислювати наведені констатації, що безумовно буде сприяти більш об’єктивному і глибокому баченню цього процесу.

Election is one of the most effective mechanisms for renewing the political system of any democratic state. After all, it is the free will of citizens at different levels that can legitimately and legally renew power. Relevant processes are taking place to characterize the political process in all democracies of the world. At the same time, there are examples of a radical changes in the ruling elite, with the departure from the leadership positions of previous political forces, which occupied a dominant position in the political process. The 2019 election process in Ukraine can be a vivid illustration of phenomena of this quality. During the presidential election campaign in Ukraine in 2019, the citizens of the country of 38 million, with their votes at the head of the state put a man who has never been in politics. And later, in the early parliamentary elections, the same citizens gave an incredibly high credit of confidence to the new political party, whose leader was the incumbent President of Ukraine. This party, almost for the first time in the history of Ukraine, was able to form a mono-party majority in the highest legislative body – the Verkhovna Rada of Ukraine. However, the above-mentioned historical events, in addition to giving citizens a phenomenally high level of trust in new members of the political elite, led to the emergence of another special phenomenon in the political history of Ukraine. It is a question of creating conditions for merging or achieving a high level of unity of branches of power in modern Ukrainian society. Creation of a single decision-making center, which in many respects replaced the concept of «legality» with nationwide «legitimacy». And all this is happening today in democratic, not authoritarian or totalitarian societies. This phenomenon is unique not only for Ukraine, but also for the whole modern democratic world. This process had its lightning speed, almost simultaneously, legally and without social upheavals. In the conditions of full recognition of the process by international institutions, observers and states. That is why the study of this phenomenon is not only theoretical but also practical, both for modern Ukrainian political science and for the current political process in modern Ukrainian society. In addition, the above-mentioned events, at the time of writing this article, remain dynamic, which may encourage all stakeholders to continue to reflect on these findings, which will certainly contribute to a more objective and deeper vision of this process.
