Децентралізація в сучасній Україні та за її межами: орієнтири для системи локального політичного менеджменту

Abstract

Вивчаються процеси децентралізації в рамках аналізу нового локально-урабністичного політичного простору. Розглядається специфіка децентралізації в Україні на основі власного досвіду і пріоритетів, а також на основі актуальних світових зразків. Розкривається засоби подолання наслідків існування вертикалі влади, бюрократизації та функціонування адміністративно-командної системи. Встановлюються вимоги до локального політичного менеджменту, які стосуються специфіки прийняття рішень, правил політичної конкуренції, можливостей обговорення інноваційних стратегій розвитку. Обговорюються уявлення про базові умови спроможності локального політичного менеджменту як функціонального виміру для українських політичних громад та політичних спільнот. У статті використані класичні підходи сучасної політичної науки (системний та синергетичний) та методи загальнологічні (аналітичний, синтетичний). З’ясовуються особливості процесів децентралізації як передумови розвитку системи локального політичного менеджменту. Досліджуються концептуальні основи аналіз вітчизняного та зарубіжного досвіду децентралізації політичного спектру для нових територіальних громад. Розкрито основи координації політичних дій різних суб'єктів локального рівня. Виявляється значення консолідованої політичної позиції локальних громад та їх здатність забезпечити позитивний сценарій розвитку. Встановлено специфіку прогнозування подальших подій, здійснювати планування та забезпечувати виконавчої дисципліни. Досліджується ступінь інтегрованості національного і локального політичного менеджменту до загальнодержавної системи державних видатків бюджетних відносин. З’ясовуються ступінь усвідомлення політичними менеджерами локальної спільноти повноважень та завдань різних рівнів влади. Вивчено виклики для політичного розвитку локальних громад, які виникли внаслідок процесів децентралізації та формування власного порядку денного. Зроблено висновок про специфіку політичної ініціативності в контексті інституалізації системи політичного врядування і системи локального політичного режиму.

The processes of decentralization are studied in the framework of the analysis of the new local-urban political space. The specifics of decentralization in Ukraine are considered on the basis of our own experience and priorities, as well as on the basis of current world standards. Means of overcoming the consequences of the existence of the power vertical, bureaucratization and the functioning of the administrative-command system are revealed. Requirements are set for local political management, which relate to the specifics of decision-making, rules of political competition, opportunities to discuss innovative development strategies. Perceptions of the basic conditions for the capacity of local political management as a functional dimension for Ukrainian political communities and political communities are discussed. The article uses classical approaches of modern political science (systemic and synergetic) and general methods (analytical, synthetic). The peculiarities of decentralization processes as a prerequisite for the development of the local political management system are clarified. The conceptual bases of the analysis of domestic and foreign experience of decentralization of the political spectrum for new territorial communities are investigated. The basics of coordination of political actions of various subjects of local level are opened. The importance of the consolidated political position of local communities and their ability to provide a positive development scenario is revealed. The specifics of forecasting further events, planning and ensuring executive discipline are established. The degree of integration of national and local political management into the national system of public expenditures of budgetary relations is studied. The degree of awareness of political managers of the local community of the powers and tasks of different levels of government is clarified. Challenges for the political development of local communities, which arose as a result of the processes of decentralization and the formation of their own agenda, were studied. The conclusion about the specifics of political initiative in the context of institutionalization of the system of political governance and the system of local political regime is made.
