Визначальні чинники та особливості української політичної ментальності

Abstract

У статті автор аналізує поняття «політична ментальність», яке характеризує вплив національної ментальності як цілісної системи та її окремих елементів на політичні процеси, а також зворотну дію політичної сфери на ментальні риси народу. Зауважується, що у формуванні політичної ментальності суспільства головне місце належить політичній культурі. Політична культура є важливою складовою духовного життя суспільства, знаходить своє відображення у політичній свідомості. В цьому контексті цінність політичної культури полягає в тому, що вона дозволяє виявити глибинні основи специфіки політичної поведінки різних соціальних спільнот, виявити їх менталітет політичний як єдність духовних, чуттєвих, емоційних та дієвих форм політичного буття народу в державі. Обґрунтовується те, що менталітет політичний формується суспільним середовищем, у якому проходить політичне життя людини і суспільства. Менталітет політичний безпосередньо зумовлений станом громадянських та політичних прав і свобод у країні, менталітет політичний представляє політичне життя країни, ілюструє політичний побут з певною політичною культурою, звичаями, традиціями, спілкуванням. Аргументується, що успішне творення державно-політичного організму на новому витку національної історії залежатиме від того, наскільки українська державницька ідея увійде у свідомість громадян України, адекватно відповідатиме сутності ментальності та особливостям менталітету українського народу. Серед базових рис політичного менталітету українства виокремлено демократизм, конституціоналізм, екзистенціальний індивідуалізм, егалітаризм. У цьому зв’язку новітня українська ідея полягає у створенні суверенної держави, яка б основні риси політичного менталітету українства використала як головні постулати ідеології свого розвитку.

In the present article, the author attempts to analyze the notion of “political mentality” which characterizes the influence of national mentality as an integral system, and the influence of its specific elements on political processes, as well as to explore the retroactive effect of the political field on mental peculiarities of the nation. It is noted that the primary role in forming political mentality of the society belongs to political culture. This type of culture is an important element of the spiritual life of the society, and it is reflected in political consciousness. In this context, the value of political culture consists in allowing to reveal the in-depth foundations of specific political behavior inherent to various social communities, and to view their political mentality as a unity of spiritual, sensuous, emotional and active forms of people’s existence within the state. It is justified that political mentality is formed by the social environment that serves as the background for political life of a person and the society alike. Political mentality is directly predetermined by the state of civic and political rights in the country, and this mentality represents the country’s political life, illustrating its everyday flow with certain political culture, customs, traditions, communication etc. It is argued that successful creation of a state and political body at the new stage of national history will depend on how deeply the Ukrainian statist idea becomes rooted in the minds of its citizens, and on how accurately it reflects the essence of their mindset and peculiarities of Ukrainian mentality. Democratism, constitutionalism, existential individualism and egalitarianism are distinguished as basic features of Ukrainian political mentality. In this connection, the new Ukrainian idea consists in building a sovereign state that would use the main features of Ukrainian political mentality as the primary postulates for the ideology of its development.
