Стратегічні комунікації як засіб запобігання та протидії інформаційним війнам

Abstract

У статті розглядається сутність та особливості інформаційної війни, яка є актуальною проблемою для України в умовах повномасштабної війни з Російською федерацією. В роботі узагальнюються методи та прийоми інформаційно-психологічного впливу. Основними з них визначаються маніпулювання та пропаганда. Зауважується, що воєнні невдачі ворога тільки загострюватимуть боротьбу в інформаційному просторі, що вимагає усвідомлення засобів спротиву ворогові. Адекватним, комплексним інструментарієм в умовах актуалізації нових загроз інформаційно-комунікаційному простору виступають стратегічні комунікації. Вони визначаються як комплекс системних та систематичних, узгоджених інформаційно-комунікаційних заходів та впливів спрямованих на внутрішню та зовнішню аудиторію, метою яких є утвердження та закріплення в індивідуальній та масовій свідомості ідей, цінностей, переконань, що мають стати основою таких рішень, дій, поведінки, які відповідають національним інтересам. Відзначено, що стратегічні комунікації – це довготривалий, безперервний процес, відповідно, розрахований на довготривалий ефект, вони повинні бути скоріше зорієнтовані на превентивну дію, попередження небажаних процесів, явищ, аніж на оперативне реагування щодо них. Таке твердження, однак, не виключає того факту, що стратегічні комунікації стають безальтернативною зброєю протиборства, в разі активного застосування інформаційної війни поряд зі збройною агресією. Тому державі наразі необхідно активно реалізовувати всі форми та складові системи стратегічних комунікацій, працювати над помилками та удосконалюватися в цій новій для України царині діяльності. На порядку денному створення інституції, яка б координувала всі структури, що здійснюють комунікативну діяльність та всі меседжі, підготовка кадрів для цієї діяльності, використання потенціалу громадянського суспільства, зокрема в публічній дипломатії.

The article examines the essence and features of information warfare, which is an actual problem for Ukraine in the wake of a full-scale war with the Russian Federation. The work summarizes the methods and techniques of informational and psychological influence. The main ones are manipulation and propaganda. It is noted that the military failures of the enemy will only intensify the struggle in the information space, which requires awareness of the means of resistance to the enemy. Strategic communications are an adequate, comprehensive toolkit in the conditions of the actualization of new threats to the information and communication space. They are defined as a complex of systematic, coordinated information and communication measures and influences aimed at internal and external audiences, the purpose of which is to establish and consolidate in individual and mass consciousness ideas, values, and beliefs that should become the basis of such decisions, actions, behavior, which correspond to national interests. It was noted that strategic communication is a long-term, and permanent process, accordingly, designed for a long-term effect, they should be more focused on preventive action, and prevention of undesirable processes and phenomena, than on prompt response to them. Such a statement, however, does not exclude the fact that strategic communications become an irreplaceable weapon of confrontation, in the case of active use of information warfare along with armed aggression. Therefore, the state currently needs to actively implement all forms and components of strategic communications systems, work on mistakes and improve in this new area of activity for Ukraine. On the agenda is the creation of an institution that would coordinate all structures that carry out communicative activities and all messages, the training of personnel for this activity, and the use of the potential of civil society, in particular in public diplomacy.
