Особливості та перспективи співробітництва країн Вишеградської четвірки та України: безпековий вимір

Abstract

У статті проаналізовано особливості та перспективи безпекового співробітництва між країнами Вишеградської групи та Україною. Увагу акцентовано на історичному розвитку безпекового виміру співробітництва між Вишеградською групою та Україною, який можна поділити на такі етапи, як-от: І етап – 1999–2004 рр.; ІІ етап – 2004–2014 рр.; ІІІ етап – 2014–2017 рр.; ІV етап – 2017р.–до сьогодні. З’ясовано, що кожному з чотирьох етапів притаманний різний рівень зацікавленості у співробітництві між Польщею, Угорщиною, Словаччиною, Чехією та Україною, що часто пов’язано з особистими інтересами сторін та геополітичними змінами. Досліджено, що механізм реалізації безпекового вектору відносин В4 з Україною відбувається на основі ратифікованих двосторонніх та багатосторонніх угод між Україною та країнами Вишеградської групи, а також на основі заяв, декларацій, програм головування всередині В4 та офіційних зустрічей представників зовнішньополітичних та оборонних відомств України з відповідними представниками країн Вишеградської четвірки у форматі В4+Україна. Охарактеризовано специфіку безпекової співпраці між країнами Вишеградської групи та України, яка залежить від рівня зацікавленості сторін та зовнішньополітичних чинників. Встановлено, що формат В4+Україна не використовує увесь потенціал для військово-оборонного вектору співробітництва через низку проблем та загроз. Відповідно було запропоновано низку рекомендацій для покращення та інтенсифікації подальшого співробітництва у сфері безпеки та оборони саме у форматі В4+Україна. Також репрезентовано можливі варіанти сценаріїв майбутнього розвитку взаємовідносин між В4 та Україною у сфері безпеки. Отож, можемо висновувати про те, що співпраця країн Вишеградської четвірки та України у сфері безпеки за понад двадцять років свого існування зазнала як успіхів, так і невдач. Йдеться, головно, про те, що поточний стан співробітництва є хаотичним та не системним і потребує якісно нового формату.

The article analyzes the features and prospects of security cooperation between the Visegrad Group countries and Ukraine. The historical development of the security dimension of cooperation between the Visegrad Group and Ukraine has been studied, which can be divided into the following stages: period I – 1999–2004; period ІІ – 2004–2014; period III – 2014-2017; period IV – 2017 – to date. It was found that each of the four stages has a different level of interest in cooperation between Poland, Hungary, Slovakia, the Czech Republic and Ukraine, which is often related to the personal interests of the parties and geopolitical changes. It has been established that the mechanism of realization of the security vector of relations between V4 and Ukraine is based on ratified bilateral and multilateral agreements between Ukraine and the countries of the Visegrad Group, as well as on the basis of statements, declarations, programs of the chairmanship within V4 and official meetings of representatives of the foreign and defense ministries of Ukraine with the relevant representatives of the Visegrad Four in V4+Ukraine format. The specifics of security cooperation between the Visegrad Group countries and Ukraine, which depends on the level of interest of the parties and foreign policy factors, are described. It was found that the V4+Ukraine format does not use its full potential for the military-defense cooperation due to a number of problems and threats. Accordingly, a number of recommendations were proposed to improve and intensify further cooperation in the field of security and defense in the V4+Ukraine format. Further scenarios for the development of relations between V4 and Ukraine in the field of security were also presented. Therefore, the results of the study showed that the cooperation between the countries of the Visegrad Four and Ukraine has experienced both successes and failures over more than 20 years of its existence. It was found that the current state of cooperation is cooperation is chaotic and non-systematic and requires a qualitatively new format.
