Політичні наслідки впливу пандемії коронавірусу на внутрішньодержавні та світові процеси

Abstract

У статті досліджено політичні наслідки впливу пандемії коронавірусу. Виокремлено такі основні форми та наслідки впливу пандемії на світову та національну політику: трансформація міжнародних відносин та дипломатії; зміна рівня демократії; трансформація виборчого процесу; зміна політичної стабільності та ін. Автори наголошують на тому, що під впливом пандемії коронавірусу в сфері міжнародних відносин відбулася трансформація суб’єктного виміру та зростання ролі держав, які, на відміну від міжнародних організацій, взяли на себе основний тягар боротьби з пандемією. Також відбулася віртуалізація дипломатії, перехід на дистанційні зустрічі та комунікацію на міжнародній арені. Проаналізовано вплив пандемії коронавірусу на рівень демократії, який був негативним та проявився у падінні рівня демократичної управління, обмеження (значною мірою як результат локдауну) рівня дотримання прав і свобод громадян. Також зріс рівень інформаційних маніпуляцій та тиску на ЗМІ. Показано негативний вплив пандемії на політичну стабільність. Цей вплив проявився як у численних урядових кризах та відставках урядів у багатьох країнах світу (що було зумовлено неефективністю влади у протидії поширенню коронавірусної інфекції), так і у масштабних протестах громадян. Останні були зумовлені як неефективними протиепідемічними заходами з боку влади, так і примусовою вакцинацією, з якою не погоджувалася частина населення країн. Розкрито вплив пандемії коронавірусу на виборчий процес. Показано, що в результаті поширення інфекції та карантинних обмежень низка країн перенесла дату виборів, інші – почали застосовувати спеціальні безпекові заходи та нетрадиційні методи голосування. Також пандемія вплинула на такі параметри, як якість та демократичність виборчого процесу, явка виборців та рівень захворюваності після проведення виборів.

The political consequences of the impact of the coronavirus pandemic have been studied in the article. The main forms and consequences of the pandemic’s impact on global and national policies, such as: transformation of international relations and diplomacy; transformation of the election process; changes in the democracy level and political stability, etc. have been distinguished. The authors, emphasize, that the coronavirus pandemic caused a transformation of the subjectivity in the sphere of international relations and increasing role of the states, which, in contrast to international organizations, were forced to make more efforts to respond to the pandemic. Also, the virtualization of the diplomacy has been noticed, in particular, online meetings and distant communication became more common. The impact of the pandemic on the democracy level has been analyzed, too. It appeared to be negative, as it has shown the decrease in the levels of governmental democracy and observance of rights and freedoms of citizens (mostly as the result of lockdown). Also, the frequency of informational manipulations and cases of pressure on media has increased. The negative impact of the pandemic on political stability has been shown. This impact was evident in numerous governmental crises and resignations in many countries of the world (which had been caused by inefficiency of the governments in their efforts to respond to the coronavirus infection spread) as well as mass civil protests, which had been caused by ineffective anti-epidemic measures and mandatory vaccination. The impact of the coronavirus pandemic on election process has been described. It has been shown, that as the result of the spread of the infection and quarantine restrictions, a number of countries postponed the election date, others began to apply special security measures and special voting methods. The pandemic has also affected such parameters, as the quality and democracy of the election process, voter turnout, and post-election morbidity.
