Вплив РФ на політичні процеси країн пострадянського простору через просування ідеології «русского мира» та політичних агентів впливу (Грузія, Україна, Молдова)

Abstract

Сучасна політична система країн регіонів Східної Європи та Кавказу перебуває в стані суттєвих викликів екзогенного та ендогенного характеру, що виходить першочергово з деструктивного впливу РФ на політичні процеси даних країн. Ріст нестабільності в світі загалом і в регіонах Східної Європи та Кавказу зокрема спричинений в значні мірі гібридною агресією РФ. Це актуалізує проблематику вивчення впливу РФ на сусідні країни, що переважно чиниться в рамках ідеології т. зв. руского міра. Метою статті є визначення особливостей російського гібридного впливу на політичні процеси України, Грузії, Молдови, що базується на ідеології т. зв. руского міра. В статті вивчено сутність та особливості ідеології т. зв. руского міра, виходячи з її гібридизму та еклектичності. Наголошено на ґрунтуванні даної ідеології на геополітичних і геокультурних конструктах. Виділено ключові складові ідеології т. зв. руского міра, до яких віднесено месіанство, панславізм, євразійство, спільність вітчизни, імперіалізм, шовінізм. Відзначено синкретизм ідеології т. зв. руского міра, що пояснює її орієнтацію на широкі цільові групи в різних країнах та регіонах світу. Наголошено на першочерговій орієнтації російського впливу на соціально-культурні аспекти та вторинність економічних важелів російського впливу на сусідні країни в рамках ідеології т. зв. руского міра. Зауважено ґрунтування російського впливу на сучасних медіа та комунікаційних технологіях, цифрових каналах і майданчиках. Наголошено на ключовій ролі про-російських агентів впливу в рамках гібридного впливу РФ. Узагальнено схему впливу РФ в рамках ідеології т. зв. руского міра на Україну, Грузію, Молдову. Запропоновано заходи з боротьби з гібридним впливом РФ, що мають комплексний характер і охоплюють правоохоронні, контр-розвідні, просвітницькі заходи, а також включають рішення з розбудови дієвих інституцій демократичного суспільства у відповідних країнах. Дане дослідження може бути корисним профільним дослідникам, експертам зі стратегічних комунікацій, громадським організаціям, органам державної влади. Перспективами майбутніх досліджень є розширення аналізу гібридного впливу РФ на короткостроковому та довгостроковому відрізках часу, а також аналіз російського впливу в інших регіонах світу.

The modern political system of the countries of Eastern Europe and the Caucasus is in a state of significant challenges of exogenous and endogenous nature, which comes primarily from the destructive influence of the Russian Federation on the political processes of these countries. The growth of instability in the world in general and in the regions of Eastern Europe and the Caucasus in particular is largely caused by the hybrid aggression of the Russian Federation. This actualizes the problem of studying the influence of the Russian Federation on neighboring countries, which is mainly carried out within the ideology of the so-called Russian world. The purpose of the article is to determine the features of Russian hybrid influence on the political processes of Ukraine, Georgia, Moldova, based on the ideology of the so-called Russian world. The article studies the essence and features of the ideology of the so-called Russian world, based on its hybridism and eclecticism. It is emphasized that this ideology is based on geopolitical and geocultural constructions. The key components of the ideology of the so-called Russian world are highlighted, which include messianism, pan-Slavism, Eurasianism, common homeland, imperialism, chauvinism. The syncretism of the ideology of the so-called Russian world is noted, which explains its orientation towards wide target groups in different countries and regions of the world. The primary orientation of Russian influence on socio-cultural aspects and the secondary importance of economic levers of Russian influence on neighboring countries within the ideology of the so-called Russian world are emphasized. The basis of Russian influence on modern media and communication technologies, digital channels and platforms was noted. The key role of pro-Russian agents of influence in the framework of the hybrid influence of the Russian Federation is emphasized. The scheme of Russian influence within the ideology of the so-called Russian world on Ukraine, Georgia, Moldova is generalized. Measures to combat the hybrid influence of the Russian Federation are proposed, which are comprehensive in nature and cover law enforcement, counterintelligence, educational measures, as well as include solutions to build effective institutions of democratic society in the respective countries. This study may be useful for specialized researchers, experts in strategic communications, NGOs, public authorities. Prospects for future research are the expansion of the analysis of the hybrid influence of the Russian Federation in the short and long term, as well as the analysis of Russian influence in other regions of the world.
