Спеціальні інституції Європейського союзу

Abstract

У статті узагальнено проаналізовано діяльність спеціалізованих інституцій Європейського Союзу. Було виявлено, що відповідно до основоположних договорів ЄС існує сім основних інституцій: Європейський Парламент, Європейська Рада, Рада Європейського Союзу, Європейська Комісія, Суд Європейського Союзу, Європейський центральний банк та Європейська рахункова палата. Вони мають як виконавчі, так і законодавчі повноваження. Проте, крім основних інституцій на території Євросоюзу функціонує ряд допоміжних інституцій, серед яких слід виділити Європейську службу зовнішніх зв’язків, Європейський соціально-економічний комітет, Європейський комітет регіонів, Європейський інвестиційний банк, Європейського уповноваженого з прав людини, Європейського інспектора з захисту даних та Європейську раду із захисту даних. Ці інституції виконують цілу низку спеціалізованих функцій, зокрема консультування, дотримання правил та процедур, які прийняті відповідно до договорів ЄС тощо. Було виявлено, що Європейська служба зовнішніх зв’язків займається керуванням дипломатичними відносинами ЄС та інших держав, які не входять до складу Альянсу, а також реалізацією зовнішньої політики та політики ЄС. Крім того, представленням організацій роботодавців та працівників та інших зацікавлених груп займається Європейський соціально-економічний комітет. Було проаналізовано, що спеціалізованою інституцією, яка виступає дорадчим органом Європейського Союзу, який складається з місцевих та регіональних представників 27 держав-членів, виступає Європейський комітет регіонів. На додачу, Європейський інвестиційний банк – організація, яка займається фінансуванням проектів як у середині ЄС, так і за його межами. Також було виявлено, що Європейський уповноважений з прав людини займається розслідуванням скарг щодо поганого управління установ Євросоюзу чи інших організацій ЄС. За дотриманням прав громадян на конфіденційність під час обробки персональних даних відповідальний Європейський інспектор з захисту даних. Було проаналізовано, що Європейська рада із захисту даних – спеціальна інституція, основна мета якої полягає у забезпеченні послідовного застосування Загального регламенту захисту даних та Директиви щодо захисту даних у державах Євросоюзу.

The article summarizes the activities of specialized institutions of the European Union. It was found that according to the founding treaties of the EU, there are seven main institutions: the European Parliament, the European Council, the Council of the European Union, the European Commission, the Court of Justice of the European Union, the European Central Bank and the European Court of Auditors, which have both executive and legislative powers. However, in addition to the main institutions, a number of auxiliary institutions operate on the territory of the European Union, among which the European External Action Service, the European Economic and Social Committee, the European Committee of the Regions, the European Investment Bank, the European Ombudsman, the European Data Protection Supervisor and European Data Protection Board. These institutions perform a number of specialized institutions, including consulting, compliance with rules and procedures adopted in accordance with EU treaties, etc. It was found that the European External Action Service is engaged in the management of diplomatic relations between the EU and other non-Alliance states, as well as the implementation of foreign and EU policies. In addition, the European Economic and Social Committee deals with the representation of organizations of employers and employees and other interested groups. It was analysed that the European Committee of the Regions is a specialized institution that acts as an advisory body of the European Union, which consists of local and regional representatives of 27 member states. In addition, the European Investment Bank is an organization that finances projects both inside and outside the EU. It was also discovered that the European Ombudsman investigates complaints about the mismanagement of the EU institutions or other EU organizations. The European Data Protection Supervisor is responsible for observing the rights of citizens to privacy during the processing of personal data. It was analysed that the European Data Protection Board is a special institution whose main purpose is to ensure the consistent application of the General Data Protection Regulation and the Data Protection Directive in the EU countries.
