Демографічні аспекти євроінтеграції України

Abstract

У статті на основі парадигми ООН про важливість гуманітарного чинника у формуванні основ якісних економічних, політичних та соціальних перетворень у світі представлено авторське визначення європейської інтеграції як процесу розширення можливостей людського розвитку. Доведено, що в інтеграції люди виступають як рушійною силою, так і об'єктом інтеграційного процесу, тому представлений аналіз демографічних характеристик ЄС та Східної Європи. Вагомим джерелом покращення демографічного стану ЄС виступає населення України. Управління демографічними аспектами в процесі євроінтеграційних дій потребує необхідність контролювати демографічну стійкість населення, міграційні потоки. Запропоновано розробити Стратегію демографічного розвитку України, систему мотивації репатріації та інноваційної культури в Україні як факторів забезпечення демографічної стійкості.

The demographic factor acts as a strategic spring in the formation of the country's competitiveness and development. In the conditions of European integration which is declared as the aim of Ukraine, the relevance of studying the country's demographic characteristics and improving the management of migration processes is increasing and became strategically urgent for future development od Ukraine. This determined the expediency of the study of the demographic and migration factors of the EU and Eastern Europe, as well as Ukraine in the process of its European integration and the justification of proposals for improving the management of the demographic resource as a strategic factor of the state's development. Based on the UN paradigm on the importance of the humanitarian factor in forming the foundations of qualitative economic, political and social transformations in the world the article presents the author's definition of European integration as a process of expanding human development opportunities. It has been proven that in the process of integration people are both the driving force and the object of the integration process, therefore an analysis of the demographic characteristics of the EU and Eastern Europe is presented. A constant increase in the number of the population in the countries of the European Union has been noted. At the same time, the population of Ukraine is an important source of improvement in the EU's demographic situation. The number of emigrants from Ukraine over the last year has reached 9.8 million people, which significantly worsens the current demographic position of Ukraine, which ranks first in terms of population in Eastern Europe and is an important potential demographic donor for the European Union. Management of demographic aspects in the process of European integration requires the need to control demographic stability of the population, migration flows. It is proposed to develop the Strategy of Demographic Development of Ukraine, to found the system of motivating repatriation and to create innovative culture in Ukraine as factors of ensuring demographic stability and strategic competitiveness.
