Політичне маніпулювання в епоху постправди

Abstract

У статті розглядаються основні технології політичного маніпулювання в умовах постправди як сучасної суспільної реальності, що сформувалася завдяки розвитку інформаційно-комунікаційних технологій, зокрема інтернету та соціальних медіа, разом із друкованими і трансльованими ЗМІ. Доводиться, що постправда може втілюватися через використання технологій маніпулювання масовою свідомістю, а новітні медіа знівелювали різницю між масовими і міжособистісними комунікаціями, надавши користувачам можливість публікувати і поширювати інформацію, не верифікуючи її на істинність. З метою легітимізації певного політичного суб’єкта чи певної політики використовуються механізми змішування правди, її перекручення, брехні, емоціоналізації, підбір стрічки новин, створення в соціальних мережах адресних дискурсивних кластерів тощо. Безперервний потік інформації, який множить неправди, не дозволяє вчасно перевірити факти і виявити брехню, вирізнити аргументовану думку кваліфікованих експертів чи об’єктивний репортаж журналіста, у результаті чого нереальність робиться непоборною. Найнебезпечнішим для стабільності демократичного суспільства нині бачиться не стільки те, що факти підтасовуються, а те, що поняття об’єктивного факту стає чимось несуттєвим. Наголошується, що найефективніше використовують механізми політичного маніпулювання в ситуації, коли правда стала невловимою, авторитарні режими і популісти, які нині мають достатньо вагомий вплив у демократичних країнах. Висловлюється думка, що нині існує великий запит на правдиву політику, коли політики відкрито говорять із суспільством про проблеми, можливі шляхи їх вирішення тощо і слова при цьому мають бути підтверджені реальними справами, виконаними обіцянками. Тобто, для стабільного функціонування демократії сенси мають набути такого ж значення як і процедури.

The article examines the main technologies of political manipulation in post-truth conditions as a modern social reality, which was formed due to the development of information and communication technologies, the Internet and social media in particular, together with printed and broadcast mass media. It is proven that post-truth can be realized through the use of manipulation of mass consciousness technologies, while the latest media have blurred the difference between mass and interpersonal communications, giving users the opportunity to publish and distribute information without verifying its truth. Mechanisms of mixing the truth, its distortion, lies, emotionalization, selection of news feeds, creation of targeted discursive clusters in social networks, etc. are widely used in order to legitimize a certain political subject or a certain policy. The continuous flow of information, which multiplies falsehoods, does not allow checking the facts and detecting lies in time in order to distinguish the reasoned opinion of qualified experts or the objective report of a journalist, as a result, unreality becomes irresistible. The most dangerous thing for the stability of a democratic society today is not a falsification of facts but rather the concept of an objective fact becoming something insignificant. It is emphasized that authoritarian regimes and populists, who currently have a significant influence in democratic countries, most effectively use the mechanisms of political manipulation in a situation when the truth has become elusive. The opinion is expressed that nowadays there is a great demand for true politics, when politicians openly talk to society about problems, possible ways to solve them, etc., and the words must be confirmed by real deeds and fulfilled promises. For the stable functioning of democracy, meanings should acquire the same importance as procedures.
