Політичний простір Європейського Союзу в контексті процесів транснаціоналізації на сучасному етапі розвитку

Abstract

Стаття присвячена аналізу особливостей політичного простору ЄС в під впливом процесів транснаціоналізації в умовах сьогодення. Розглянуто теоретичні підходи до визначення сутності понять «політичний простір» та «транснаціоналізація»; з’ясовано особливості політичного простору ЄС; охарактеризовано вплив процесів транснаціоналізації на політичний простір ЄС; визначено роль індивідів в суспільно-політичних процесах на наднаціональному рівні. Європейську інтеграцію необхідно розглядати як процес добровільного об’єднання країн на засадах спільних цінностей, інтересів та цілей. Політичний простір ЄС ґрунтується на визнанні транснаціональних акторів у якості легітимних учасників політичних процесів, які діють у політичному, економічному, інформаційному та культурному середовищі, створюючи складну структуру вертикальних та горизонтальних зв’язків. Особливості політичного простору ЄС: 1) боротьба інтеграційних та дезінтеграційних тенденцій; 2) постійний пошук балансу повноважень в інституційній системі ЄС та вдосконалення процесів прийняття рішень задля узгодження інтересів громадян, національних інтересів країн-членів та спільних інтересів ЄС; 3) набагато вищий рівень інституційної стабільності та складності в ЄС, ніж в інших міжнародних організаціях; 4) прагнення численних груп зацікавлених гравців чинити вплив на інституції ЄС. Обґрунтовано думку, що поглиблення інтеграційних процесів в Європи, з одного боку, є породженням процесів транснаціоналізації політичного простору, а з іншого – створює умови для подальшого посилення взаємодій між інститутами та індивідами крізь кордони національних держав в межах ЄС. Крім того, відзначено, що в політичному просторі ЄС на сучасному етапі спостерігається активізація залучення індивідів до суспільно-політичних процесів на наднаціональному рівні.

The article is devoted to the analysis of the features of the political space of the EU under the influence of the processes of transnationalization in today's conditions. Theoretical approaches to defining the essence of the concepts "political space" and "transnationalization" are considered; the peculiarities of the political space of the EU are clarified; the impact of transnationalization processes on the political space of the EU is characterized; the role of individuals in socio-political processes at the supranational level is determined. European integration should be considered as a process of voluntary unification of countries on the basis of common values, interests and goals. The political space of the EU is based on the recognition of transnational actors as legitimate participants in political processes that operate in the political, economic, informational and cultural environment, creating a complex structure of vertical and horizontal connections. Peculiarities of the political space of the EU: 1) struggle between integration and disintegration tendencies; 2) constant search for a balance of powers in the EU institutional system and improvement of decision-making processes in order to harmonize the interests of citizens, national interests of member countries and common interests of the EU; 3) a much higher level of institutional stability and complexity in the EU than in other international organizations; 4) the desire of numerous groups of interested players to influence the EU institutions. The opinion is substantiated that the deepening of integration processes in Europe, on the one hand, is a product of the processes of transnationalization of the political space, and on the other hand, it creates conditions for further strengthening of interactions between institutions and individuals across the borders of national states within the EU. In addition, it was noted that in the political space of the EU at the current stage there is an increase in the involvement of individuals in socio-political processes at the supranational level.
