Виміри інституційної спроможності в контексті формування середовища політичної безпеки в державах демократичного транзиту

Abstract

Вивчається інституційна спроможність як інтегральний показник можливостей захисту прав людини, функціонування соціально орієнтованої ринкової економіки та впровадження цілей сталого розвитку. Розглядається специфіка базових параметрів політичної безпеки та виявилися порушень їх відновлення. Схарактеризовано аналіз перспектив усунення зовнішньої загрози та відповідності демократичних інститутів світовим стандартам та вимогам. Розкривається взаємодія публічного управління і місцевого самоврядування на принципових засадах інституційної доцільності. Встановлюються вимоги до рівня політичної взаємодії між центром та периферією. Обговорюються уявлення про міжнародний рівень інституційної спроможності та його випробовування в межах взаємодії дії держав, які мають між собою торгівельні та соціально-культурні зв'язки. У статті використані апробовані методи сучасної політичної науки (реторспективний та нормативний) та загальнологічні підходи (синтетичний, гіпотетико-дедуктивний). З’ясовуються особливості порівняння інституційних моделей різних країн, що слугує критерієм для корекції розвитку національних політичних інститутів. Досліджується невідповідність розвитку навколишніх країн, яка породжує взаємне непорозуміння та неможливість забезпечити адекватні механізми зростання. Розкрито основи середовища політичної безпеки та його залежність від функціональних можливостей конкретних складових політичної системи. Виявляється значення спроможності конкретних складових політичної системи, наприклад, громадського сектору, залежність функціонування системи від спроможності її конкретних елементів. Встановлено специфічні умови демократії, які висувають перед владою виклики комунікаційної спроможності та відкритості, які нехарактерні для розвинених демократії. Досліджується об'єктивне оцінювання та відкрита критика суспільства, що виявляє їх неспроможність. З’ясовуються ступінь відповідності умовам політичної трансформації, яку слід вважати вирішальною для затвердження норм і стандартів інституційної функціональності. Вивчено виклики для подолання міжінституційних протиріч та налагодження міжінституційної співпраці. Зроблено висновок про значення послідовності політичних дій та проєктів щодо підвищення інституційної спроможності та їх вплив на економічні та соціальні аспекти суспільного розвитку.

Institutional capacity is studied as an integral indicator of the possibilities of human rights protection, the functioning of a socially oriented market economy, and the implementation of sustainable development goals. The specifics of the basic parameters of political security and the revealed violations of their restoration are considered. The analysis of prospects for the elimination of external threats and compliance of democratic institutions with world standards and requirements is characterized. The interaction of public administration and local self-government is revealed on the fundamental principles of institutional expediency. Requirements for the level of political interaction between the center and the periphery are established. The idea of the international level of institutional capacity and its testing within the framework of the interaction of states that have trade and socio-cultural ties are discussed. The article uses proven methods of modern political science (retrospective and normative) and general logical approaches (synthetic, hypothetical-deductive). The peculiarities of the comparison of institutional models of different countries are clarified, which serves as a criterion for correcting the development of national political institutions. The inconsistency of the development of the surrounding countries, which gives rise to mutual misunderstanding and the impossibility of providing adequate growth mechanisms, is investigated. The foundations of the political security environment and its dependence on the functional capabilities of specific components of the political system are revealed. The importance of the capacity of specific components of the political system, for example, the public sector, the dependence of the functioning of the system on the capacity of its specific elements is revealed. Specific conditions of democracy have been established, which pose challenges to the authorities in terms of communication ability and openness, which are uncharacteristic of developed democracies. Objective assessment and open criticism of society, which reveals their incapacity, is studied. The degree of compliance with the conditions of political transformation, which should be considered decisive for the approval of norms and standards of institutional functionality, is clarified. Challenges for overcoming inter-institutional contradictions and establishment of inter-institutional cooperation are studied. The conclusion is made about the importance of the sequence of political actions and projects regarding the increase of institutional capacity and their impact on the economic and social aspects of social development.
