Соціально-економічні трансформації як чинник підвищення інституційної спроможності локального політичного менеджменту

Abstract

Вивчається сучасний контекст соціально-економічного розвитку, який визначає умови цифрової технологізації, пошуку особливої економічної моделі локального рівня тощо. Розглядаються можливості сучасної України на тлі російської агресії, в яких актуалізується спроможність локального політичного менеджменту відповідати на виклики багатовимірного соціально-економічного розвитку. Розкривається значення локального політичного менеджменту щодо участі у виробленні особливого цифрового профілю громади. Встановлюються причини відсутності реальних реформ щодо інтеграції в цифрову реальність та поява ефекту втрати можливостей. Обговорюється досягнення локальним політичним менеджментом значної ресурсної та прогностичної спроможності. У статті обґрунтовано, що сучасні соціально-економічні та технологічні трансформації визначають необхідність реконструкції соціальних відносин. З’ясовуються зміст моделі оптимальної соціально-демографічної структури, яка формується на основі можливості технологічного удосконалення та ціннісного зростання. Досліджується здатність моделі оптимальної соціально-демографічної структури формуватися на основі можливостей технологічного удосконалення та ціннісного зростання. Розкрито основи оптимальних моделей подолання кризового сценарію які вимагають від локального політичного менеджменту ініціативності та усвідомлення інтересів громади. Виявляється специфіка проєктного мислення та менеджменту на основі співвідношення результатів та витрат, які стають основними імперативами сучасної локальної політики. Встановлено специфіку правової легітимності локального політичного менеджменту, яка надає змогу реалізації функції модерації економічних та політичних інтересів громадян. Досліджується бачення функцій локальної публічної влади в утвердженні захисту прав і свобод громадян, підвищення темпів сталого розвитку, забезпечення національної згоди та формування політичної нації. З’ясовується здатність локальних політичних менеджерів виступати посередниками в діалозі громадських та соціально-економічних груп, які висувають альтернативні пропозиції розвитку громади. Вивчено значення функціонування громади у мінливому зовнішньому середовищі, яке вимагає зосередження ресурсів, ухвалення оптимальних рішень, дотримання визначеного вектору та досягнення запланованих результатів. Зроблено висновок про формування особливого економічного профілю громади, участі поселення або міста в глобальному розподілі праці, у формуванні локального інвестиційного клімату тощо.

The modern context of socio-economic development is studied, which determines the conditions of digital technology, the search for a special economic model at the local level, etc. The possibilities of modern Ukraine against the background of Russian aggression are considered, in which the ability of local political management to respond to the challenges of multidimensional socio-economic development is actualized. The importance of local political management regarding participation in the development of a special digital profile of the community is revealed. The reasons for the lack of real reforms regarding integration into digital reality and the emergence of the effect of the loss of opportunities are established. The achievement of significant resource and prognostic capacity by local political management is discussed. The article substantiates that modern socio-economic and technological transformations determine the necessity of reconstruction of social relations. The content of the model of the optimal socio-demographic structure, which is formed on the basis of the possibility of technological improvement and value growth, is clarified. The vision of the functions of the local public authority in affirming the protection of the rights and freedoms of citizens, increasing the pace of sustainable development, ensuring national harmony and forming a political nation is being studied. The ability of local political managers to act as mediators in the dialogue of public and socioeconomic groups that put forward alternative proposals for the development of the community is revealed. The significance of the functioning of the community in a changing external environment, which requires the concentration of resources, the adoption of optimal decisions, the observance of a defined vector and the achievement of planned results, has been studied. A conclusion was made about the formation of a special economic profile of the community, the participation of the settlement or city in the global division of labor, in the formation of the local investment climate, etc.
